On June 28, 2019, Fuad Huseynov, Deputy Chairman of the State Committee for Refugees and IDPs of the Republic of Azerbaijan made a speech at the 41th session of UN Human Rights Council as a high rank official.
Deputy Chairman pointed out that Azerbaijan is among the countries with the most refugees and IDPs compared to its population, the problem regarding the people internally displaced from their homeland is one of the most important issues on the agenda of international community, and specific measures and great attention are required at all levels in elimination of fundamental reasons of this issue.
Informing about the work done by the Azerbaijani government under the guidance of the head of state for addressing the problems of refugees and IDPs, including the activities for improvement of their living conditions, as well as State Programs implemented in this field, F.Huseynov pointed out in particular that the housing and living conditions of our 300 thousand internally displaced compatriots were improved, poverty rate among the IDPs got reduced from 75 percent to 12 as a result of taken measures. He stated that in total 7,4 billion USD was allocated for this field during the previous period. He said that these measures can be considered as temporary measures until finding political solution for the Armenian-Azerbaijani Nagorno-Karabakh conflict allowing restoration of IDPs` right of returning to their homeland. Referring to the reports of special speakers of UN on IDPs` human rights, Deputy Chairman underlined that the only way to address the problems of IDPs in Azerbaijan is liberation of the occupied Azerbaijani lands and provision of IDPs` right of returning to their homeland with dignity, voluntarily and safely approved by international law.
At the end, he stated that ensuring justice for IDPs is the basis of any long-term peace and security.
