Deputy Chairman of the State Committee for Refugees and Internally Displaced Persons Fuad Huseynov held an online meeting with Nicolas Govart, an expert of the European Commission`s Directorate for Civil Defense and Humanitarian Aid. The results of Armenia`s occupation policy and the humanitarian needs of our country were discussed at the meeting.
F.Huseynov informed about the counter-offensive operation carried out by the Azerbaijani Army from September 27 to November 10 to prevent Armenian military provocation. It was noted that Azerbaijan restored its territorial integrity as a result of this operation. At the same time, it was stated that civilians, including IDPs, were killed and injured as a result of artillery and missile fire by Armenian armed forces against settlements far from the frontline during the military operations. More than 300 temporary settlements, including settlements commissioned to improve the living conditions of IDPs, were partially or completely destroyed. The IDPs settled in Aghdam, Tartar, Goranboy, Fuzuli, Barda and Jabrayil, which were constantly fired upon, were evacuated to other regions. These families need food, non-food, medical care and other supplies.
In addition, it was noted that the territories occupied for about 30 years were completely destroyed and rendered uninhabitable. Armenians still do not stop committing vandalism acts. Armenians leaving Kalbajar region according to the Statement signed by the leaders of Azerbaijan, Armenia and Russia on November 10 this year are burning houses, schools, forests, cutting down trees and taking them with themselves. However, when the Azerbaijanis left their native lands, they could not take anything with them.
It was noted that Azerbaijan will involve experts in assessing the damage to its territories occupied for about 30 years. The state will take all necessary measures for the return of IDPs to their native lands.
The purpose of the mission is to discuss humanitarian cooperation between the European Union and Azerbaijan, as well as to determine the form of aids that can be made by the EU, as well as support for future restoration and construction works in Karabakh, said Nicholas Govart, an expert of the European Commission’s Directorate for Civil Defence and Humanitarian Aid Operations. The mission will study the needs of IDPs, as well as civilians suffered damages during military operations, and determine how the EU will support these families.
