Multi-compositional meeting of State Committee on the affairs of refugees and internally displaced persons was held on July 13 under the leadership of Deputy Prime Minister, chairman of State Committee for refugees and IDPs Ali Hasanov. During the discussion on the totals for the first term of the current year it was noted that collective of the Committee had achieved considerable progress on fulfilling obligations in accordance with the appropriate laws of the Azerbaijani Republic, state leader’s decrees and commands, the commands and decisions of the Cabinet of Ministers related to refugees and IDPs during the accounting period. At the meeting where these issues were discussed, it was noted that improving life standard of refugees and IDPs within the context of socio-economic reforms carried out in our country over the last years, their employment, arranging health service,taking the measures in the direction of children and youth’s involvement in education were the result of the strategy prepared and carried out by the Great Leader. State Leader Mr. Ilham Aliyev is always focusing attention on a solution to the refugees and IDPs’ problems, today attention and care for them are on the focus of the attention as a priority. The approval of additions to “State Program for improvement of IDPs and refugees’ living standards and increase their employment” affirmed by the decree of the President of Azerbaijan Republic enacted on July 1, 2004 was specially emphasized at the meeting. These additions were approved by the decree dated 21 February, 2011 issued by the President during the accounting period. It was informed that long-term, complex duties had been defined to strengthen social protection of IDPs, improve their housing-domestic conditions till 2015 in additions mentioned, actions and measures had been taken in this direction by the Committee during the past time. Thus, 742 men were provided with a permanent job, 258 men were given unemployment status, 296 men were put on relief as a result of mutual activities with the Ministry of Labour and Social Protection of Population and its structural sections. 284 men were involved in occupational training courses according to the up-to-date demands of the labour market. Different communal micro-projects were completed by Social Development Fund of IDPs under the Credit Agreement signed between World Bank and the Government of Azerbaijan during the 6 months of 2011. 33,5 thousand men 23,4 thousand of which is IDP profited by these microprojects. 179 men, as well as 147 IDPs were given micro-credits total sum of which was 276 thousand AZM in different districts and cities at the expense of financial allocation of World Bank and the Azerbaijani Government. 524 IDPs’ taking advantage of these microcredits plays important role in providing their employment. During the 6 months of the current year 20 power transformers with different models, 12 CTP (Complete Transformer Substation) cabinets, 32 artesian and other water pumps, 2030-meter long power cable with multiple models, 37 000-meter long electric conductor and several other auxiliary equipment and materials were sent to 41 settlement objects in different cities and districts of the republic by State Committee for refugees and IDPs with the purpose of finding solution to IDPs’ problems related to utilities. Several power transformers were thoroughly repaired, electric lines and cables were changed in many objects, and the problems in electric supply were solved by connecting with service organizations. During the accounting period a decree was enacted and a command was given by the President of Azerbaijan Republic. This decree, as well as the command was connected with refugee and IDPs. Summarizing the collegiate meeting, Deputy Prime Minister, chairman of State Committee for refugees and IDPs set concrete tasks connected with the issues discussed, the forthcoming duties, directed main attention to the President Ilham Aliyev’s deep pithy speech at the meeting of Cabinet of Ministers dedicated to the totals of the socio-economic development in the first half of 2011. He noted that, as the President said before, all economic and social problems had been settled, non-oil sector had been developed, population’s returns had increased, poverty level had declined, budget expenditures had reached 20 billion $ over the last 6 months. It was a record indicator. Expressing his assuredness in liberation of our lands from the occupation, returning of our refugee and IDPs suffering from this occupation back to their native lands as a result of Mr. President’s resolute stance and principle steps, Deputy Prime Minister summarized his speech with the Mr. President’s following thoughts: “Isolation of Nagorno Garabagh from Azerbaijan, giving autonomy to Nagorno Garabagh or its unification with Armenia has never been a subject of discussion and will be never. Neither Azerbaijani leadership, nor Azerbaijan people will accept it.”
