The conference on the topic of “Improvement of living conditions of the internally displaced persons and local farmers in Azerbaijan- repeating opportunities of FAO experience in other regions of the country and newly built settlements” by UN Food and Agriculture Organization and Azerbaijan and Switzerland governments was held in June 17, 2011. The head of the delegation of Switzerland development and cooperation organization in Azerbaijan Fillip Keller notified that purpose of the event is increasing abilities and skills of internally displaced persons on the field of agriculture and provision increasing opportunities of incomes on that field. Senior Technical Consultant of UN Food and Agriculture Organization Valter de Oliver delivered speech with presentation about the works done in a frame of the project “Development for the sake of increasing skills for refugees and internally displaced persons at newly built settlements in the area Aghdam region of Azerbaijan Republic” carried out by Azerbaijan Government, FAO, Organization of Development and Cooperation. He notified that, project with 1,75 million dollars total value of implementation has been begun in June, 2009 and will be completed in May of next year. 45 farmer groups consisting of 925 persons benefit from the project and 82 farmer organizations connecting 245 families have been involved to the production of vegetables. In addition, 16 farmer business schools are created. Totally, 23 thousand persons living in 14 settlements and 7 villages have been involved to the project. Deputy Prime Minister of Azerbaijan Republic, Chairman of the State Committee for Refugees and internally displaced persons Mr. Ali Hasanov noted the importance of this project for refugees and internally displaced persons. He notified that, such projects are considered as priority projects by the government. In spite of financial assets are not very high, by the aspect of great number of people deriving benefit from project and its high effectiveness, Deputy Prime Minister told about its importance. It was noted that, this project plays important role at repair of previous skills of refugees and internally displaced persons on agricultural field at the result of wandering from their own lands stayed away from the work habits for a long time. Today Azerbaijan government is able to fully solve the social problems of refugees and internally displaced persons. In spite of this, Azerbaijan government regards international donors’ activity as useful by the aspect of refugees and internally displaced persons’ building relations with international organizations, experience exchange with them, acquaintance opportunities of foreign specialists with our country and multilateral integration processes. The Government of Azerbaijan, giving special attention to the improvement of social problems of refugees and internally displaced persons, closely cooperates with international and local bodies on this field. During the last 20 years 4,5 billion dollars asset was spent for refugees and internally displaced persons by state. 2,6 billion dollars of this asset is spent from budget, 1billion dollars from State Oil Fund, 0,9 billion dollars from the humanitarian international organizations. At the moment, up to 60 international and 40 local organizations carry out projects in this area in Azerbaijan. It was noted that, these projects will be continued at newly built settlements for the internally displaced persons. In this regard, Azerbaijan State created all necessary facilities for easy and transparent activity of international humanitarian organizations. Deputy Prime Minister notified his advices related to the projects will be realized for refugees and internally displaced persons in the future. A. Hasanov who highly appreciates the activity of the international organizations dealing with the improvement of social situations of refugees and internally displaced persons said at the reports presentation films, prepared by the same bodies, the necessity of reflecting their being laid out from their native lands at the result of Armenia- Azerbaijan, Nagorno Kharabag Conflict. The Ambassador of Switzerland in our country Mrs. Sabina Ulman Shaban, Deputy Minister of Agriculture Bahram Aliyev, Deputy Minister of Economic Development Niyazi Safarov, Head of the Executive Power of Agdam Region Nizami Sadigov, FAO representative to our country and sub-regional coordinator for Central Asia Mustafa Sinaser, the Head of the International Relations Department of the Ministry of Agrarian Development of the Federal Republic of Brazil Franchesko Pierrin, the director of “Caspian Invest” LLC non-bank credit organization Natig Mammadov delivered speech about importance and results of the project at the event.
