The problems of our countrymen displaced from their native lands were discussed at the conference held under the chairmanship of Mr. Ilham Aliyev, the president of Azerbaijan Republic in Presidential Palace on September 4.

The head of the state opened the conference with introductory speech and spoke about the problems of refugees and internally displaced people that are always in the focus of attention. He stated implementation of measures determined in the State Program ratified by the Decree dated July 1, 2004, № 298 successfully and highly estimated the works done in this field. Besides this, the president noted the necessity of signing new decree and making additions to the State Program as a conclusion of this conference, as well as he gave instructions to authorized bodies on cancellation of finnish settlements, laying new settlements for 25 000 internally displaced people living there, moving 11000 internally displaced inhabited in 262 schools and locating them at new settlements, repairing such kind of schools suitable for repair, building new schools instead of schools non-suitable for repair, moving 6000 people inhabited in military units of Ministry of Defense to new settlements, carrying out repair-renovation works in 239 hostels inhabited by 60 000 internally displaced people, drilling artesian wells, laying roads, drawing gas lines, preparing appropriate decision draft in order to give status of city to Horadiz settlement, building new modern treatment-diagnostic center in Fuzuli region, providing the persons struck acute diseases within and beyond the boundaries of the country, increasing employment of internally displaced inhabited in new settlements, establishing bread and milk workshops, fruit-vegetable processing institutions and other small institutions in that settlements, increasing monthly food expenses given to internally displaced people. Then, the president stated that, more modern settlements will be laid in occupied territories after setting free that lands in any way, noting the provisional character of these measures.
