State Committee on Refugees and IDPs Issues (SCR) Board discusses the outcomes of the first half of the current year

The outcomes of the last six months of the current year have been discussed, as well as future plans have been identified in the SCR Board meeting chaired by Mr.Ali Hasanov, Deputy Prime Minister, Head of the SCR. It was mentioned in the meeting that as usual, in the first half of the current year the staff of the SCR in all fields has followed the requirements of the State Programme on Improvement of Living Conditions of Refugees and IDPs and Increasing their Employment and its Additions approved by the decrees of Mr Ilham Aliyev, the President of the Republic of Azerbaijan, and resources were mobilized to secure timely and properly fulfilment of tasks related to the improvement of living conditions of displaced people. Brief information about the implementation status of the mentioned State Programme and its Additions was provided in the Board meeting. It was informed that the measures taken in the field of the improvement of social-living conditions of displaced people are ongoing. Construction works of the new modern settlement with all infrastructures for 689 IDP families settled in Aghdam region, 3 five storey buildings in Goranboy region for 164 IDP families settled in Garabagh Sanatorium building in Naftalan, the quarter consisted of 10 five storey buildings for 612 IDP families in Yevlakh region are continued smoothly. Moreover the installment works of the sports facility in Horadiz town, Jabrail Executive Power building in Bilasuvar are about to be completed. It was also mentioned that renovation works at 50 out of 130 collective centers such as dormitories, public buildings, and sanatorium premises have been completed and the rest will be rehabilitated by the Social Development Fund of IDPs of the Republic of Azerbaijan by the credits allocated from the World Bank. Having brought the clarification to the works done and tasks ahead, it was informed that land plots have been allocated for construction of other new settlements and multistory buildings with all social technical infrastructure facilities in various places of the country, namely for 500 IDP families settled in Imishli region, for 502 IDP families settled in Mingachevir, for 423 IDP families settled in Shaki, for 1108 IDP families settled in Finnish type settlements and school buildings in Aghjabedi, for 932 IDP families living in dugouts and mud brick shelters in Dordyol area of Aghdam region, for 758 IDP families in Masazir village of Absheron region, as well as for 1410 IDP families temporarily settled in buildings belonging to the military units of the Ministry of Defense of the Republic of Azerbaijan. The issue of creating new job places is also under focus in terms of increasing employment and poverty reduction. 702 people have been employed in the result of mutual cooperation with the Ministry of Labor and Social Protection of Population. Moreover, 112 people have been granted with unemployment status, 134 people were provided with unemployment allowance. 253 people have been involved in vocational training courses according to the needs of the labor market, and 217 have been employed with payable public jobs. During the 6 months period of 2010, 21 thousand people, including 13.9 thousand IDPs have benefited from 39 micro projects run by the Social Development Fund of IDPs. According to the Decree of the Cabinet of Ministers, 22 hectare land has been allocated from the winter pasture plots N 14, located in the administrative area of Garadagh district of Baku to the SCR for relocation of 289 IDP families settled in buildings belonging to military units in Baku, 384 families temporarily settled in Sumgayit, and 374 IDP families settled in Absheron. Having concluded the meeting, Mr.Ali Hasanov, Deputy Prime Minister, Head of SCR shared his opinion on the issues included into the agenda of the meeting. In this regard he said that the daily care and attention of the Head of State to the problem raises the sense accountability among the Committee staff and puts a significant responsibility in front of them. The State Committee must explore all possible ways in full stretch to achieve the goals set in the decrees signed by the President in the field of improvement of social-living conditions of IDPs and increasing employment by the time they return to their homeland. Mr. Hasanov also touched on the steps taken in the direction of the solution of Armenia-Azerbaijan, Nagorno Karabakh conflict and referred to the speech made by the President. at the gathering dedicated to the half year social-economic results of 2010. He said that the confident and straight steps made by the President relied on his ascendancy and experience, as well as his principal standpoint create hope to the peaceful solution of the dispute. These steps are aimed at achieving durable solutions for the refugee and IDP problem of the country, which is the most challenging one and is a number one priority. Appropriate decision was made on the issues discussed in the Board meeting.
