Unfulfillment of decisions and resolutions adopted by international organizations on Nagorno- Karabakh conflict cause regret.

The deputy prime Minister, chairman of State Committee for deals of Refugees and IDPs Mr. Ali Hasanov met with delegation led by Claudio Cajado - chairman of Brazil-Azerbaijan friendship group, member of Chamber of Deputies on November 1. Ali Hasanov informed the visitors about Armenia- Azerbaijan, Nagorno- Karabakh conflict, its historical roots and the current conditions of refugees and IDPs. It was stated that, as a result of complex political conflicts going in the South Caucasus Azerbaijanis were exposed to banishment from their native land, ethnic cleansing and deportation policy for several times over the last 200 years. From the beginning of XIX century Armenians were systematically relocated to the Azerbaijan, as well as Nagorno- Karabakh territories from neighboring countries by tsarist Russia who occupied the Caucasus. Deputy Prime Minister brought to the attention of guests that 20 % of Azerbaijan's territory – Nagorno- Karabakh and 7 administrative regions adjacent to Nagorno-Karabakh were occupied, 1 million and 200 thousand Azerbaijanis became refugees and IDPs, national cultural values were plundered and all infrastructures was destructed as a result of the military aggression of Armenian armed forces. Ali Hasanov noted that, United Nations Security Council adopted 4 resolutions on liberation of the occupied territories of Azerbaijan, return of refugees and IDPs to their homes in 1993. The aggressive policy of Armenia was criticized in the decisions and resolutions adopted by the UN, OSCE, The Parliamentary Assembly of the Council of Europe, Organization of Islamic Cooperation and other influential international organizations. Unfortunately, these decision and resolutions remain unfulfilled. Armenia, ignoring the demands of international communities continues illegal activity in the occupied territories of Azerbaijan. It was emphasized that, negotiations conducting under the auspices of the OSCE Minsk Group for more than 20 years remains unsuccessful. Ali Hasanov spoke about the works carried out by Azerbaijan government in both legal and socio-economic field in order to meet the needs of refugees and IDPs. It was noted that, Azerbaijan government has spent 5, 4 billion USD in order to resolve social problems of refugees and IDPs over the past 20 years. 180.000 refugees and IDPs have been moved to new settlements at the expense of State Oil Fund. This year alone, 700 million has been spent, being 300 million of the committee, while 400 million is of the budget of State Oil Fund. Ali Hasanov noted that, Armenia has been left out of all regional large-scale projects conducted by Azerbaijan due to its aggressive policy. Deputy prime Minister also spoke about relations existing between Azerbaijan and Brazil. Ali Hasanov noted that, Azerbaijan is interested in expanding cooperation with Brazil. There are enough opportunities for the development of further relations between two countries. Claudio Cajado expressed his gratitude to Ali Hasanov for the detailed information and emphasized his great appreciation for hospitality of Azerbaijanis. The visitor speaking about the importance of The third Baku International Humanitarian Forum noted that, the discussed issues of this prestigious event has great importance for all the world, as well as for Brazil. Claudio Cajado expressed his regret for the unfulfillment of decision and resolutions on Nagorno- Karabakh conflict adopted by international influential organizations. The visitor underlining the importance of geopolitical position of Azerbaijan brought to the attention that he will try to expand relations between two countries as a chairman of inter-parliamentary friendship group. At the end, a book and a videodisc were introduced to the guests reflecting ethnic cleansing policy and serious results arising from the occupation of territories of Azerbaijan by Armenian armed forces.
