The President of the Republic signed the Order on October 31, 2007 on making amendments to “The State Program for improvement of living conditions of refugees and IDPs and increasing their employment” confirmed by Order 298 of the 1st of July, 2004 issued by the President of the Republic of Azerbaijan Mr. Ilham Aliyev.

Deputy Prime Minister, head of State Committee on the Issues of Refugees and Internally Displaced Persons Mr. Ali Hasanov informed about it in the press conference held on the 1st of November. Stating the conference held at the President on the 4th of September as an historical one, Mr.Ali Hasanov talked circumstantially about its difference from the previous ones dedicated to the solution of social problems of people who lost their native lands in the result of Armenian aggression. The head of the Committee stated that the basic attention was paid principally to three problems in the previous program: improvement of social condition, conducting works with international organizations and employment. The basic attention was directed to creating of large infrastructure – gas, electric power and water supply, construction of roads, canalization system, schools and hospitals and some other issues by maintaining them in the updated program. This relates more to Aghdam, Fuzuli and Bilasuvar regions. Mr. Ali Hasanov commented all items of the program in detail. On the eve of Presidential elections in 2003, he emphasized that the head of our State kept his words by reminding Mr.Ilham Aliyev’s promise in his meeting with the internally displaced persons settled in Bilasuvar region on liquidation of tent camps shortly. 9 tent camps out of 12 ones have been liquidated and the remaining ones are under moving process of settlers. He stated that 49 settlement had been constructed. General space of their housing fund equals to 872 thousand sq. meters. 47 out of those settlements have been constructed for the account of funds allocated from the Oil Fund. The infrastructures objects are constructed their, but not only dwelling houses. So, 106 schools have been constructed, electric power lines of 820.0 kilometer-length, as well as water supply line and roads have been constructed, new transformers have been installed for the account of the funds allocated by the State Committee. 700 million AZN have been spent recently in the last four years for meeting the needs of refugees. But all of these settlements are constructed for settling temporarily and the people must return back to their native lands. Mr.Ali Hasanov stated that all international organizations and embassies had given their positive opinions for this program project. It was stated in the press conference that the conforming materials on the works with regard to the history of 200-year policy of Armenians and the solution of Garabagh problem had been prepared recently in 7 languages and sent to all embassies of Azerbaijan in foreign countries. At the end of the conference, Mr. Ali Hasanov answered the questions.
