Decree of the President of the Republic of Azerbaijan on additional measures for improvement of housing and living conditions of the internally displaced families

“State Program on improvement of living conditions and employment rehabilitation of refugees and internally displaced persons”, confirmed by Decree 298 of the 1st of July, 2004 issued by the President of the Republic of Azerbaijan and Supplements made to that State Program by his Decree 2475 of the 31st of October, 2007 are implemented successfully. 67 new settlements have been built for the families of refugees and internally displaced persons in separate towns and districts of the country, upward of our 100 thousand compatriots have been moved to new houses, 130 educational, about 50 public health facilities, tens of communication and cultural hearths have been constructed and handed over for use, appropriate infrastructure has been created. At present, the works in the direction of solution of internally displaced persons’ social problems and improvement of housing and living condition run on consistently. At the same time, most of internally displaced persons live still yet in public buildings, hostels and other uninhabitable settlement places and face severe social problems. I enact for the purpose of improvement of housing and living condition of internally displaced persons, continuation of the large-scale activities conducted in the field of strengthening their social protection: 1. To approve the new Supplements to “State Program on improvement of living conditions and employment rehabilitation of refugees and internally displaced persons”, confirmed by Decree 298 of the 1st of July, 2004 issued by the President of the Republic of Azerbaijan (enclosed). 2. State Committee of the Republic of Azerbaijan for the Affairs of Refugees and Internally Displaced Persons, Ministry of Finance of the Republic of Azerbaijan, Ministry of Economic Development of the Republic of Azerbaijan and State Oil Fund of the Republic of Azerbaijan assume conforming measures for considering the required fund in the state budget of subsequent years and in the budget of State Oil Fund of the Republic of Azerbaijan in respect of implementation of the works foreseen in this Decree. 3. Cabinet of Ministers of the Republic of Azerbaijan: 3.1. to inform systematically the President of the Republic of Azerbaijan of the performed works in respect of execution of measures foreseen in this Decree; 3.2. to resolve other issues subsequent upon this Decree.
