The Deputy Chairman of the State Committee attended the 11th meeting of the High Commissioner's Dialogue on Protection Challenges

The 11th meeting of the High Commissioner's Dialogue on Protection Challenges was held in Geneva on December 18-19 with the participation of the member states of the UN High Commissioner for Refugees (UNHCR). Our country was represented by a delegation led by Fuad Huseynov, Deputy Chairman of the State Committee for Refugees and IDPs. The issues related with protection of refugees and IDPs, living conditions of refugees and IDPs settled in cities, the role of local municipal authorities in this field were discussed at the meeting. The Deputy Chairman of the State Committee made a speech at the meeting. The UN High Commissioner for Refugees and international community were congratulated on the adoption of the Global Agreement on refugees by the UN General Assembly two days ago and it was noted that the Azerbaijani delegation also took an active part in the preparation of the document. It was noted that the topic of the meeting is of great current interest for Azerbaijan in two aspects. Our country takes one of the first places in the world for the number of refugees and IDPs. At the same time, one of the sessions of Baku IV Intercultural Dialogue Forum in May 2017 was dedicated to promotion of the culture of welcoming the migrants and refugees in municipalities. The participants of the meeting were informed in detail about the experience of and the model applied by the government of Azerbaijan in solving the problems of refugees and IDPS. It was noted that these issues were defined as a priority in the social policy of President Ilham Aliyev. Measures are being taken to improve the housing and living conditions of IDPs under the adopted State Program. As a result of the implementation of the program, more than 100 settlements were built allowing the provision of 300 thousand IDPs with new apartments. The First Vice President Mrs. Mehriban Aliyeva has great and exceptional services in the area of further improvement of the work with IDPs. At the initiative of personally Mrs. Mehriban Aliyeva and Heydar Aliyev Foundation of which she is the president and for the first time, on the account of the funds of the private sector, a 1026-apartment residential complex was built and put into operation, and activities in this direction are continuing. The Deputy Chairman of the State Committee expressed his gratitude to the United Nations and UNHCR for their work by now and at present related to IDPs in Azerbaijan. It was noted that UNHCR and the international community will have a greater role in the process of “Great Return” after liberation of the occupied territories of Azerbaijan. This is the work to be done by those organizations for the restoration of fundamental human rights of IDPs and their dignified and voluntary return to their homeland.
