Outcomes of the last year is discussed in the SCR Board

A Board meeting dedicated to the outcomes of 2010 and to the discussion of the objectives for 2011 was held at the State Committee on Refugees and IDPs Issues with the chairmanship of A.Hasanov, Deputy Prime Minster of the Republic of Azerbaijan, Head of SCR. The Head of State met four times with internally displaced people in various regions in the last year, participated in the opening ceremonies of the settlements constructed for them. During the last year regarding the improvement of social living situation of refugees and IDPs and solution of their other problems 4 decrees and orders were signed by the President of the Republic of Azerbaijan, 14 orders and decisions were approved by the Cabinet of Ministers. The staff of the SCR achieved success in all fields according to the objectives coming out from those orders, decrees and decisions, from the State Programme on Improvement of Living Conditions of Refugees and IDPs and Increasing their Employment and from the Additions to that Programme. A.Hasanov made a speech in the meeting held in a large composition and talked about the measures in regard with raising effectiveness of the struggle with corruption. He said that President Ilham Aliyev has considered ensuring transparency in all fields of country’s life as a priority. He also said that the struggling measures against bribery and corruption are crucial and are very necessary part of the state policy. Ali Hasanov gave concrete instructions to all department and division heads attending the meeting related to preventing circumstances leading to red-taping, abusing authority and corruption blunders and mentioned that the implementation of the SCR Action Plan approved for 2011 on the implementation of National Strategy on Extending Transparency and Struggle against Corruption should be kept under control, the work of receiving people should be improved, the professionalism of officials should be raised. The last year also was a memorable one for the staff, as well as for the internally displaced persons. With the participation of Mr Ilham Aliyev, the President of the Republic of Azerbaijan there were organized the following opening ceremonies: on 27 February 2010 in Gabala region two five storey buildings constructed for 155 IDP families; on 10 November in Yevlakh region the Quarter consisted of multistory buildings constructed for 612 IDP families; on 11 November in Aghdam region the new settlement constructed near to Guzanli settlement for 689 IDP families; on 11 November Olympics Sports Complex constructed in Horadiz settlement of Fuzuli region. During the year the mentioned IDP families were moved to new houses and apartments. Besides 70 IDP families living in extremely bad condition in Baku were moved to five storey building constructed in Ramana settlement of Absheron region. 40 IDP families temporarily settled in Zaraghan village of Gabala region were also moved to a new building with 40 apartments. In the area of Goranboy region the construction of five storey buildings for 164 IDP families and school building for 360 pupils is completed. During the discussion of works to be done in the current year at the Board meeting it was mentioned that the construction of new settlements, high storey buildings will be continued by the time IDPs return to their homeland in order to improve their living conditions. Land plots have already been allocated for construction of new settlements in Imishli, Aghjabedi regions, Mingachevir and Shaki cities. Land plots have been allocated also for construction of buildings and settlements for 932 IDP families temporarily settled in school buildings in Balakan and in Dordyol area of Aghdam region. Moreover, this year new houses will be constructed for IDPs temporarily settled in buildings belonging to military bases of the Ministry of Defense and 7 dormitories of Baku State University. In the meeting the issue of increasing employment of refugees and IDPs and reduction of poverty through creating new job places was also in the centre of attention. During the reporting period 2360 IDPs were provided with permanent jobs, 4458 people with seasonal jobs. Besides, 104 people were granted with unemployment status, 123 people considered eligible for unemployment allowance, 363 people were involved in vocational trainings, 312 people were involved in payable public activities. Together with these 97 various type community micro projects were completed by SFDI. During 2010 35203 applications were received and responded by the Committee. 189 people were received by the Head. Generally, 998 citizens were received by the management. Information about the living condition and problems of about one million refugees and IDPs generated as a result of the Armenia-Azerbaijan, Nagorno-Karabakh conflict and the measures taken by SCR regarding the elimination of these problems are regularly placed in the website to raise public awareness. Presidential decrees and orders, as well as decisions adopted by the Cabinet of Ministers concerning to refugees and IDPs are also made accessible for the public. Ali Hasanov, Deputy Prime Minister – Head of SCR, who shared his view on the issues discussed in the Board meeting, highly appreciated the last year’s activity of the staff, gave clear instructions to appropriate departments and divisions regarding the objectives standing ahead. At the end of the Board meeting appropriate decisions were adopted regarding the discussed issues.
