Ali Hasanov, Deputy Prime Minister, Head of the State Committee on Refugees and IDPs Issues, gets familiar with the state of the construction works carried out in Aghdam, Yevlakh and Goranboy regions

In accordance with the decrees and instructions given by the President of the Republic of Azerbaijan, the large scale measures taken in the direction of the improvement of social-living conditions of refugees and IDPs in the country are ongoing. These measures are highly appreciated not only by Azerbaijan community, but also by reputable international agencies. In a few months, the new settlements and high storey buildings which are under construction will be ready for the use of IDPs who are currently settled in outdated Finnish type settlements, school, kindergarten and sanatorium buildings, which have poor living conditions. These measures are taken in order to complete the objectives set in appropriate State Programmes and its Additions approved by the Presidential decrees, as well as other legal documents related to the improvement of housing-living conditions of IDP families. At the moment, with finances allocated from the State Oil Fund and based on the request of the Social Development Fund for IDPs, construction of the new settlement for 689 families in areas of Aghdam region controlled by Azerbaijan - in close proximity of Guzanli settlement, which is the administrative centre of the region, as well as 10 five storey buildings in Yevlakh region is going on rapidly. Apart from the mentioned settlement and the living unit, acquiring all social-technical infrastructure, modern school buildings with capacity of appropriately 460 and 400 pupils, kindergartens with capacity of 50 children, community centers and administrative buildings are under construction as well. All these facilities will serve to the improvement of social-living conditions of the displaced people. Moreover, according to the Decree of the President of the Republic of Azerbaijan of 2 September 2009 on the Additional measures for the improvement of the housing-living conditions of IDP families, the construction of the 3 five storey buildings for 164 families in the living unit laid in the area of Goranboy region for 688 IDP families settled in sanatorium buildings of Naftalan, is about to be finalized. In the first stage, the IDPs settled in Grabagh Sanatorium of Naftalan will be relocated. The process is planned to be started in a few months. In all sites, the construction works are going on rapidly. In Aghdam region the construction of the houses has been completed and the roofs of the houses have been assembled. Water and electricity supply and other communication facilities of the settlements and high storey buildings are also being constructed at the same time. Thus, as observed in other places, providing IDPs with high quality and comfortable apartments meeting modern requirements is one of the main purposes. As IDPs themselves are involved in construction works, the process itself improves their social situation and serves to the purpose related to raising the level of employment among them. Construction companies which have won the tender conducted by the Social Development Fund for IDPs – “Azeragrartikinti” Open Joint Stock Company, “Alibayli Company” - LLC, “Shams-95”, and “Khumar-98” firms, having used their experience gained throughout long years, are doing their best to accomplish the objectives properly and timely. In this regard, in order to get familiar with the development of the works, to aware of the difficulties faced by the constructers and settle them in the places, Ali Hasanov, Deputy Prime Minister, Head of the State Committee on Refugees and IDps Issues paid a visit to the above mentioned areas on 7-8 July. He has said that everyone must try to make sure that the tasks defined by the President regarding the improvement of the housing-living conditions of IDPs are fulfilled timely and properly. In this regard the construction companies involved in the establishment of new settlements and high storey buildings must accomplish their tasks in time. During the meeting A.Hasanov clarified the issues concerning constructors and thoroughly got familiar with the situation in the places. He expressed his assurance in achieving the goals in time and once again emphasized the importance of mobilizing all resources and forces in response to the tasks set by the President Ilham Aliyev in the field and to his daily care to IDPs.
