The representative of UNO Secretary General Mr. Walter Kälin visited Takhta Korpu together with Mr. Ali Hasanov where the internally displaced persons from Lachin region settled.

The representative of UNO Secretary General on human rights of internally displaced persons Mr. Walter Kälin visited the territory of Takhtakorpu on May 21 where Lachinian internally displaced persons settled temporarily. The guest and the persons accompanying him were in one of 83 winter grounds – Vaghazin camping (settlement). 84 families having more than 500 members settled in that camping. Jamal Garayev informed the guest about living condition, welfare, provided condition. “We are not in need, than God, we have got everything. Some deficiencies are of no importance. In any case, the State cares about us. We need only our own land. We had got remarkable places, it was even superior to Switzerland”, he emphasized. By the way, W. Kälin is Swiss. Aghsaqqal (honored elder man) Aghayar Ismayilov said adressing to UNO official: - Thank you that you submitted a report to the General Assembly of UNO reflecting the truth in the at the end of your visit. Our National Leader Mr. Heydar Aliyev always approached to internally displaced persons carefully and considered their problems as his own paramount problem. Now this course is pursued by our President Ilham Aliyev. We live well thanks to this attention and care, we are pleased of condition. But living without Lachin is not a life! The UNO is the highest international organization. Non-compliance with four resolutions of this structure’s Security Council disturbs us. Formerly, when Iraq encroached on Kuwait, it was settled down immediately. But now no one raise the slightest objection to Armenia. Rather, a great amount of aid is rendered to Armenia and separatist regime in Nagorno Karabakh, the aggressor isn’t differed from the victim of aggression. Should this continue so, Azerbaijan will be obliged to carry its point and get its own will. We have lost our patience during 18 years. We are waiting for the order of our Supreme Commander-in-Chief, all of us are ready to take up arms. We request you to bring our voice of truth to the notice of world’s community. Mammadbaghir Baghirov’s daughter Elza declared in his home that they wished to live in their native lands and we believe that we would live a prosperous life by returning there. Doctor Akio Kanai from Japan was welcomed in central regional hospital in Takhtakorpu settlement. He stated that he would carry out their medical check-up during a day. The guests laid a wreath on the front of our national leader Heydar Aliyev’s bust in the yard of Lachin region Executive Power’s administrative building, honored his legacy. The arrangements carried out in the field of securing employment of internally displaced persons in newly built settlement and increasing their economic capacities kindled Walter Kälin’s interest greatly. President of non-banking credit organization “Komak-Credit” LLC Mr. Arastun Sadigov informed that over 90 internally displaced person were granted a microcredit there in the amount of 73 thousand manats in the line of the institution. That figure would reach up to 270 thousand Manats by the end of the year. He noted the necessity of raising additional funds to the organization. Walter Kälin stated at the end of his visit that being in the condition of settler / internally displaced person meant violation of human rights. Certainly, in the case of absence of opportunity of voluntary return these rights continue being violated. Therefore, it is necessary that these conducted negotiations result in positive outcome. I insisted on this issue in the report that I had worked out at the end of my previous visit. We must reach a positive result in those negotiations as soon as possible. We perish hopes for it. Deputy Prime Minister, Head of State Committee on the Issues of Refugees and Internally Displaced persons Mr. Ali Hasanov said: - The representative of UNO Secretary General on human rights of internally displaced persons Walter Kälin visits Azerbaijan for the second time. He was in all territories where the internally displaced persons settled in his first visit, worked out an objective report at the end of his visit, highly appreciated the works that had been implemented by the State of the Republic of Azerbaijan, considered those measures as an example for other countries, gave nine recommendations. One of those recommendations was a challenge for world’s community in respect to implementation of known four resolutions of UNO’s Security Council. Remaining eight recommendations had been implemented by the government of Azerbaijan. He watched Zobuchug settlements in the territory of Fuzuli region from the air, met with the families in the settlement of “Khojavand-500”, watched Lachin winter grounds from the air once again in the territory of Aghjabadi region, got familiarized with the living condition of internally displaced persons living in underground huts in one of the settlements. The speed of works implemented by the Government of Azerbaijan for the purpose of improving living condition of internally displaced person astonished Walter Kälin.
