The representative of UN Secretary General Walter Kälin visited the regions together with Deputy Prime Minister Mr. Ali Hasanov where internally displaced person settled.

The representative of UN Secretary General on human rights of internally displaced persons Walter Kälin visited the regions on May 21 where the internally displaced persons settled. The guest and the persons accompanying him watched first the Zobujuq settlements from the air built for internally displaced persons in Fuzuli region. It was informed that the inhabitants of living localities being under occupation live in these five settlements. There are 4179 houses in the settlements. Then Mr. Walter Kälin met with the inhabitants in the settlement of “Khojavand-500” in the territory of Beylagan region. Let’s remind that the settlement was opened on October 4, 2008 under the participation of the President of the Republic of Azerbaijan Mr. Ilham Aliyev and his lady Mrs. Mehriban Aliyeva. The guests were welcomed by the heads of Executive Powers of Khojavand and Beylagan regions Mr. Eyvaz Huseynov and Irshad Aliyev. Deputy Prime Minister, Head of State Committee on the Issues of Refugees and Internally Displaced Persons Mr. Ali Hasanov introduced Mr. Walter Kälin to the inhabitants. An inhabitant from Khojavand region Aghamirza Hasanov and others expressed the desire of their fellow-countrymen to return to their native lands. It was emphasized that the government of Azerbaijan had created the necessary condition for internally displaced persons. But we need our native land. It was regretfully noted that the representatives of some international organizations visiting the region behaved as incognizant of the problem even visiting the region after 18 years, tried to equalize the aggressor and victims of aggression. But everyone should be called by its own name. The inhabitants talked about the works performed in respect to the solution of employment problem. Mr. Walter Kälin was interested in the state of utilizing the credit. He was informed that the percentage index of credits taken up under 3 percent makes up 99 percent. It was stated that each family had been given 0,6 hectares of land plot for engaging farming activity in addition to 0,12 hectares of subsidiary land plot. The head of region executive power informed that the inhabitants realized the vegetables and livestock grown and bred by them sold in Beylagan market. Mr. Ali Hasanov drew to the attention of the guest that the agrarian reform had been completed at the earliest possible date and the land privatized. The settlements were built in the lands reserved for State fund. Then the guest got familiarized with the condition of shahids (martyrs) Alov and Atash Azizov bothers’ mother Mrs. Sevil in her yard. The family of shahids requested that they not be deceived by Armenians’ fair-spoken words, be on the side of truth and justice. A sincere talking with the guests continued around tea table. Then the guest visited the school, nursery and hospital in the settlement.
