UN Special Rapporteur on the human rights of internally displaced persons visited Aghdam

UN Special Rapporteur on the human rights of internally displaced persons, Chaloka Beyani, visited Aghdam. Firstly, visitors familiarized with the situation of refugees temporarily settled in houses built from mud-brick on roadside near Guzanli settlement of region. Visitor was informed that Aghdam region which has the population more than 180 thousand was occupied in 1993. Today 143 thousand people of Aghdam live as internally displaced persons. 18 settlements for internally displaced persons were built and commissioned in Aghdam. Visitors came to the house of Aslan Rustamov who was displaced from Aghdam and familiarized with the living conditions of his family. A.Rustamov spoke about the care and attention of Azerbaijan government for the improvement of social welfare of IDPs and emphasized that their greatest desire is to return to their homes. He expressed his concern about the continuation of Armenia’s aggressive policy and disregarding the requirements of international law. Then Chaloka Beyani visited new settlement commissioned to IDPs in November 2010 in the area of Guzanli settlement. Detailed information about the settlement was given to visitor. It was noted that the settlement for 689 families was built on the basis of task given by the President of the Republic of Azerbaijan, Ilham Aliyev, for the purpose of improving the living conditions of IDPs. Visitor came to the school No.18 of the settlement and became interested in the conditions provided for students in order to get education. It was reported that all conditions are provided for getting higher education in school for 480 students. Visitors reviewed the class and computer rooms of school, got acquainted with the educational process. Visitors also came to the house of Karabakh war disabled Faxraddin Rahimov. In the end, UN official visited Aghdam music college and listened to the performance of children’s choir. Chaloka Beyani shared his impressions about visit and said: “The people I have seen here live in difficult conditions. It is more than 20 years that these people live in such a difficult condition. Their children, grandchildren grow up in this condition either. I appreciate the initiative of building new settlements for them. In spite of these difficulties, their greatest desire is to return to their native lands. We hope so much that this issue will be resolved in the near future and internally displaced persons will return to their native lands.” Visitors watched from helicopter to the settlements in Aghdam, Barda, Yevlakh built for internally displaced persons.
