Detailed information has been given to United Nations Special Rapporteur about the cause and effects of Nagorno Karabagh (or Mountainous Karabagh) conflict and the situation of refugees and IDPs.

The Deputy Prime Minister of the Republic of Azerbaijan, Chairman of the State Committee on deals of the Refugees and Internally Displaced Persons, Chairman of the Republican Commission on International Humanitarian Assistance, Mr. Ali Hasanov met with the United Nations Human Rights Council’ (UNHRC) Special Rapporteur on the Human Rights of Internally Displaced Persons (IDPs) Chaloka Beyani. Ali Hasanov informed about Armenia-Azerbaijan Nagorno Karabagh conflict, history and the situation of refugees and IDPs in the country. It was noted that Azerbaijanis undergone ethnic cleansing and forced deportation from their native homelands during the past 200 years, as a result of complicated political processes happened in the South Caucasus region. Ali Hasanov stressed that the UN Security Council adopted four resolutions relating to the liberation of occupied territories of Azerbaijan, return of refugees and IDPs to their homes. As well as Armenia's aggressive policy criticized in the decisions and resolutions adopted by OSCE, Parliamentary Assembly of the Council of Europe, The Organization of Islamic Cooperation and other influential international organizations. Unfortunately, these decisions and resolutions still remain on paper. It was noted that the economic situation of Armenia deteriorated, people began to leave country massively, aggressor left out of international regional projects which realized with the participation of Azerbaijan. Over the past 20 years, Armenian people gained nothing from this conflict. Azerbaijani government has spent 5.4 billion U.S. dollars in order to solve the social problems of the refugees and IDPs during 20 years. As a result of care and attention to this field by the head of state 82 modern settlements and neighborhoods have been built. At the expense of the funds allocated from the State Oil Fund the living conditions of 180 000 refugees and internally displaced persons have been improved and the process continues. It was pointed out that poverty rate was equal to 49 % in country and 75% among the refugees and internally displaced persons. As a result of the undertaken measures the poverty level decreased to 5 % in country and 15% among the refugees and IDPs. During the meeting Chaloka Beyani who spoke about the legal status of refugees and IDPs in the international area and their protection emphasized that there are still loopholes in this field. Therefore the adoption of several documents is necessary. Chaloka Beyani stressed that his visit to Azerbaijan will be important. Special Rapporteur remarked the four resolutions of UN Security Council regarding to the liberation of occupied territories, return of refugees and IDPs to their homes and noted that he can raise a question in Security Council. Other interesting issues were discussed during the meeting.
