On April 16, 2013, President of the Republic of Azerbaijan Ilham Aliyev got acquainted with the conditions created in the new residential quarter consisting of multi-storey houses built for 502 internally displaced families in Mingachevir. President Ilham Aliyev got acquainted with the plan of the new quarter and looked at the photo-stands which reflected the living conditions of the internally displaced families temporarily accommodated in school buildings and kindergartens in Mingachevir. Ali Hasanov, deputy prime minister, chairman of the State Committee for the Affairs of Refugees and Internally Displaced Persons, informed the Azerbaijani President Ilham Aliyev that the improvement of the living conditions of refugees and internally displaced persons has always been in the focus of attention, As a result of the undertaken measures for improving the living conditions of the internally displaced persons, which form the cornerstone principles of the policy pursued by President Ilham Aliyev, not a single tent camp has remained in the country today, these people have been moved to new settlements of modern type. State Programs have been adopted for improving their welfare, and important measures have been undertaken for increasing the volume of social allowances. The conditions created in the new quarter built in Mingachevir for 502 internally displaced families in conformity with the respective instruction of President Ilham Aliyev are another confirmation of it. It was declared that it is the manifestation of the attention and care for the people of this category that since 1993 the national leader of Azerbaijan Heydar Aliyev has signed 81 decrees and instructions, the Cabinet of Ministers has issued 307 resolutions, the parliament has adopted 24 laws. In 2003-2012 President Ilham Aliyev issued 49 decrees and instructions connected with this sphere. In the past period two State Programs have been adopted and additions to them have been approved and these programs have been implemented into life successfully. In 2001-2012 on the account of finances allocated by the State Oil Fund and by other sources 77 settlements, residential quarters consisting of multi-story buildings and individual houses have been built for 31 thousand families or for over 140 thousand internally displaced persons. During this period 134 schools, five music schools, 48 kindergartens, 51 medical institutions, two Olympic sports complexes, 37 post offices have been built, thousands of kilometres of water and gas pipes, power lines have been laid. Totally 5,4 billion USA dollars have been spent in 1993-2012 for the solution of social problems of refugees and internally displaced persons. In 2012 the State Oil Fund allocated 300 million manats which are 2,2 times more in comparison with 2011. On the account of these finances eight settlements and residential quarters will be built for 4 000 families, that is, for 20 000 internally displaced persons, with the total useful floor of 26 000 square meters. In the current year it is intended to allocate 590 million manats for the solution of the social problems of the internally displaced persons. The Azerbaijani President visited the flat of Saida Ibrahimova, an internally displaced person from the District of Aghdam. One of the members of her family has become a martyr in the front. It was noted that they are five in the family and the flat has four rooms. It has all necessary conditions for the living of the family. Saida Ibrahimova, the hostess, thanked the Azerbaijani President for the conveniences created there for the internally displaced persons and said: “Mr. President, you have given us such a present that our joy is boundless. We shall always support you. I wish you built such houses in Garabagh. We support you all the time. May God endow you and your family with strong health! We are grateful to you. You highly appreciate the refugees, internally displaced persons, families of martyrs and veterans.” President Ilham Aliyev: “Thank you very much, I congratulate you, it is a fine flat. It is possible to live here comfortably. Only in the recent three years three townlets have been built in Mushfigabad, Masazir and Mingachevir and given at the disposal of the internally displaced persons. Two thousand, three thousand internally displaced persons have been accommodated in each of them. Of course, I have said it not once, that it is a temporary location, but very comfortable. The main problem will be solved only then, when we shall build more beautiful houses in our territories liberated from occupation. That day will come. This year 20 000 internally displaced persons will be moved to new houses. That is, in average, a town is built each year in Azerbaijan. You have all comfort here, the rooms are large, and there is a school, a kindergarten, first-aid point. It is possible to live here comfortably. But, of course, we try to make you move to your native lands, to Aghdam soon.” Saida Ibrahimova: “Only owing to you!” President Ilham Aliyev: “I also try to speed it. I congratulate you once more, wish you good health.” It was stressed that the present residential quarter has been built in conformity with the respective clauses of the additions approved by the Instruction of the President of the Republic of 2007 made to “the State Program on the improvement of the living conditions of refugees and internally displaced persons” approved by the Decree of President Ilham Aliyev of 2004. Five hundred and two families or 2006 internally displaced persons will be moved to this quarter. Four hundred and seventy one of the families are from Aghdam, 25 - from Kalbajar, three - from Fuzuli and three - from Shusha. The territory of the quarter is nine hectares, 36 of the flats there are with one rooms, 261 are with two rooms, 180 - with three rooms, 27 – with four rooms. There is a club-community centre, an administrative building, a first-aid point, and a post office there. The new quarter has been built on the order of the Social Development Fund of the Internally Displaced Persons. The construction works began in the April of 2012 and was completed in the March of the current year. President Ilham Aliyev got acquainted with Secondary School 52 of the District of Aghdam with the capacity of 480 pupils built in the quarter. The photo stands reflecting Great Leader Heydar Aliyev’s care to education and his meetings with IDPs were created. There was noted that all conditions were created at this school distinguished for its high conditions, provided with modern training equipment. President Ilham Aliyev’s care and attention to the development of education proves that this field is one of the main principles of state policy. This process is not confined to capital, it also covers other regions and serves to establish high-level education for our citizens displaced from native lands.
