Significant actions carried out at the State Committee on Deals of Refugees and IDPs for building Information Society and formation of an Electronic Government

In most of the developed countries around the world there has already been formed e-government aiming at development of society in compliance with modern demands, improvement of public administration and ensuring transparency. Our state is also carrying out some projects for this purpose. We should note that the process of formation of an e-government stimulating transparent activity of governmental structures in the country started under the “State Program on development of communication and information technologies in the Republic of Azerbaijan for 2005-2008 (Electron Azerbaijan)” approved upon the Decree of the head of the state on October 22, 2005.
Approval of “State Program on development of communication and information technologies in the Republic of Azerbaijan for 2010-2012 (Electron Azerbaijan)” shows the new stage of the state policy carried out for this purpose. The state policy aims at fulfilling the duties arising out of National Strategy, ensuring transition of the republic to the information society, building and improving competitive economy based on information and knowledge. In addition, it intends to increase the efficiency of state administration mechanisms and expand the opportunities for citizens’ involvement in decision-making, satisfy the needs of the society for information product and services.
As mentioned in Order dated May 23, 2011 of the President “On some actions for organization of providing electron services by state authorities”, legal basis in the sphere of providing electron services meeting international standards by state authorities to people according to other normative legal acts related to improvement of Electron Azerbaijan SP and ICT in the country. It is necessary in this field to provide electron services to people for the purpose of ensuring modern and mobile management, increasing transparency in activity of governmental authorities and eliminating the cases leading to corruption.
In connection with the fulfilment of the said order, “Electron services” section was created on official website of the State Committee of the Republic of Azerbaijan on Deals of Refugees and IDPs on August 2011, e-services were specified, administrative regulations for these services were developed and approved by the agency.
At the same time, the employees of the committee were provided with electron signatures made by the Special State Protection Service and the Information Computer Centre of the Ministry of Communication and Information Technologies. In order to create a technical basis in the committee, some of the required equipments were bought, works on supplying the central office of the Committee with local network and high-speed Internet started. The work goes on at present. Taking into consideration the necessity of approving administrative regulations for e-services in compliance with the conditions of the Constitutional Law, entering them into State Registration of Legal Acts, the approved administrative regulations for two of the e-services (e-service on “presenting the list of IDPs using public utilities approved by relevant service organizations and executive bodies” and e-service on “presenting the list of IDPs getting monthly allowances for food given by the state budget approved by the executive bodies of the occupied regions”) expected to be provided by the Committee have been sent to the Ministry of Justice of the Republic of Azerbaijan to enter into State Registration of Legal Acts and administrative regulations for both of the e-services have been entered into State Registration of Legal Acts.
Besides, record of the e-services expected to be provided by the Committee in “Electron services register” has been provided. Connection of the Committee to portal “Electron Government Information System” (EGIS) has been provided since July 10, 2012. An official representing our agency in newly created “Official correspondences” section of the portal was appointed by the Committee leaders and this was officially reported to the Ministry of Communication and Information Technologies. Some activities are being carried out for improving information basis, regarding IDPs settled in different regions of the republic, in e-services intended to be provided by the Committee and relevant PIN code (Personal Identification Number) unification.
In the near future, there will be created a condition for enabling the Committee employees to use information bases of other state agencies through the portal of “E-Government” of the Ministry of Communication and Information Technologies. Also, necessary actions are being carried out for organization of training courses to increase training levels of civil servants mentioned in the Order. In addition, one of the important issues fulfilled for development of knowledge-based economy in the republic, achievement of wide application of new technologies in all fields, expansion of integration into global information space is to train personnel enable to apply and develop new technologies.
For this purpose, referring to goals arising out of the order “On some actions for organization of providing e-services by governmental authorities”, the State Committee on Deals of Refugees and IDPs, which became an active party in the process of building information society in the republic, has contacted to the Institute of Information Technologies of National Academy of Sciences of Azerbaijan to increase skills or knowledge in information technologies and “Electron Government”, “Information Society”, “Electron document circulation”, “Electron signature”, and courses containing theoretical and practical lessons resulted from mutual cooperation. Leading scientists of NASA Institute of Information Technologies held lectures and trainings in various subjects regarding the processes of transformation of modern information technologies into the country.
