Opening of new settlement built for IDP families temporarily settled in Finnish-type settlements in the area of Barda

On October 18 – Independence Day, there was held an opening ceremony of the new settlement built for 195 IDP families temporarily settled in Finnish-type settlements in the area of Barda. The Deputy Prime Minister of Azerbaijan Republic, Chair of the State Committee on Deals of Refugees and IDPs Ali Hasanov, an official of the Presidential Administration Rovshan Agayev, the Deputy Minister of Labour and Social Protection of Population Natig Mammadov, Head of the Department of the Cabinet of Ministers for issues of refugees, IDPs and migration Gurban Sadigov, MPs, heads of Executive Powers of IDPs and neighbouring regions and other officials took part in the opening ceremony. The participants first saw the houses, and the Deputy Prime Minister, on behalf of the President of Azerbaijan Republic, presented the key of completely repaired, furnished and equipped four-room apartment to Lachin region IDP Ali Humbatov. Then, the keys of cars were presented to 16 war veterans from Lachin, Kalbajar and Agdam regions by the Ministry of Labour and Social Protection of Population. The event continued in the secondary school of Hajikhanli village named after V.Abdullayev of Lachin Education Department. Folk songs sung by the amateurs acting under the Department of Culture and Tourism of Lachin region favoured the participants with good mood. Then Deputy Prime Minister Ali Hasanov congratulated the IDPs, on behalf of the President Ilham Aliyev, on the occasion of Independence Day and opening of new settlement, gave detailed information about the actions carried out by the head of our state for solution of social problems of refugees and IDPs. Speaking about the honourable struggle of Azerbaijani people for restoration of State Independence, Ali Hasanov analyzed the processes in the country during the first years of independence. It was noted that our state independence became stronger and immortal after the nationwide leader Heydar Aliyev’s come-back in 1993. And October 18 is celebrated as Independence Day by the Decree signed by the Great Leader in 1994. Heydar Aliyev had always kept spotlight on the problems of refugees and IDPs. Decently following the Great Leader’s path, the President Ilham Aliyev cares about and pays attention to refugees and IDPs, tries to solve their problems. In the last few years, 71 new settlements have been built for refugees and IDPs and provided with all conditions, as well as nearly 120 thousand IDPs have been settled in those settlements. 5 more new settlements will be put into use by the end of the current year. 20 thousand more IDPs will be settled in these settlements. Building of new settlements for IDPs will go on the following years, as well. After our lands are liberated from occupation, the “settlement process” will be replaced by the “return program”. Mentioning the development of the country under the direction of the President Ilham Aliyev, the Deputy Prime Minister stated that Azerbaijan’s being selected a non-permanent member of UN Security Council and holding of a number of important international events in Baku proves that influence of our state increased in the world and positions strengthened. It was stated that the development program carried out under the direction of the President of Azerbaijan Republic set mainly three goals: to eliminate dependence of economy from oil, to completely solve the problem of poverty and to bring Azerbaijan among the developed countries. To achieve these goals, Nagorno Karabakh conflict should be settled, refugees and IDPs should return to their native lands. We will achieve this soon as a result of purposeful policy realized by the President of Azerbaijan Republic Then Sadagat Maharramova – an IDP from Lachin, made a speech on behalf of the refugees and IDPs, expressed gratitude to the President Ilham Aliyev, First Lady of Azerbaijan Republic, the President of Heydar Aliyev Foundation Mehriban Aliyeva for their care and attention. Later, the opening of the settlement took place. It was stated that the new settlement was built according to proper item of the annex approved by the Order dated October 31, 2007 of the President of Azerbaijan Republic to “State Program for improving living conditions and developing employment of refugees and IDPs” ratified by the Order dated July 1, 2004 of the President of Azerbaijan Republic. 195 families or 831 IDPs temporarily settled in Finnish-type settlement in the area of Barda will move to new settlement. 129 families out of them are from Lachin, 46 families from Agdam and 20 families from Kalbajar. The new settlement covers 134 hectares area. 38.45 hectares out of this have been intended for construction, 95.55 hectares as land share for inhabitants. 15 of 195 houses built in this settlement are one-room, 98 two-room, 72 three-room and 10 are four-room. 198-seat school, 25-bed kindergarten, community centre, administrative building, male nurse-midwife station and post office building have been constructed in the territory of the settlement. The settlement started to be constructed in May 2012 and completed in September. Customer of the construction is Social Development Foundation of IDPs. The settlement has been supplied with electricity and gas. The participants saw the school in new settlement. The very day, the Deputy Prime Minister of Azerbaijan Republic, Chair of the State Committee on Deals of Refugees and IDPs Ali Hasanov took interest in the course of construction in new estate for IDPs in Mingachevir. The Deputy Prime Minister walked around the construction area and gave instructions to builders.
