According to the Decree of the President of the Republic of Azerbaijan and the corresponding decision of the Cabinet of Ministers of the Republic of Azerbaijan regarding its implementation, the provision of a unified monthly allowance continues for internally displaced persons in place of payments from the state budget for food, communal, and other services.
A unified monthly allowance has also been provided for citizens who returned to the settlements of the Fuzuli and Aghdam districts, which were once occupied or close to the contact line with the enemy, where peaceful life was restored after the ceasefire agreement signed in May 1994, as a form of social support.
Under the leadership of the esteemed President and Victorious Supreme Commander-in-Chief Mr. Ilham Aliyev, our brave army completely eliminated the contact line and ensured the safe living and functioning of the population as a result of the Patriotic War in 2020 and the local anti-terror measures carried out in September 2023.
In this regard, the payment of the unified monthly allowance to citizens permanently residing in the city of Horadiz and 21 villages of the Fuzuli district, as well as 7 villages of the Aghdam district, has been discontinued as of May 1, 2024. The same decision applies to the residents of the Jojug Marjanli village of the Jabrayil district, which was restored in 2017 after being liberated from occupation.
According to the current legislation, social protection measures funded by the state budget, including the provision of a unified monthly allowance, are to be completed within the legally stipulated three-year period from the time conditions are created for former internally displaced persons to return to their previous places of residence.
