The President of the Azerbaijan Republic mr. Ilham Aliyev had participated in the opening of the new built block for 525 internally displaced persons families in Goranboy.

The president of Azerbaijan Republic mr. Ilham Aliyev had participated in the opening of the new built block consisting of 9 fife-storey buildings in January 21 in Goranboy. At first, President visited the memorial monument after Khocaly victims and put flowers in front of the monument. Then the deputy of Prime Minister, the chairman of the State Committee for Refugees and IDPs mr. Ali Hasanov gave information to president about hard conditions of the internally displaced persons temporarily settled in sanatoriums in Naftalan, master plan and technical-economic indicators of block including milti-storied buildings in Goranboy. It was noted that the flats consist of 1,2,3 rooms. In order to improve the the housing conditions of internally displaced persons it was done all necessary measures in this block. It was carried out in high-level the equipment with electric, heat and water. Ali Hasanov stressed that, generally, it had been built 6 settlement for 2150 families, also 208 permanently non-settled refugees and 1942 internally displaced persons families and one block including 12 buildings consisting of 690 flats till today. President Ilham Aliyev was in the flat of the internally displaced person from Khocaly Gadim Sadiqov. President acquinted with conditions in the flat and talked with his family. President Ilham Aliyev visited the flat of Gadim Sadigov, an internally displaced person from the District of Khojaly. He got acquainted with the conditions created in the flat and talked to the members of the internally ­displaced family. Ilham Aliyev: “How are you, how do you live?” Gadim Sadigov: “Thank you very much, Mr. President, we are well.” Ilham Aliyev: “Are you pleased with the conditions here?” Gadim Sadigov’s wife: “Thank you, Mr. President, everything is all right. We are very much pleased with the conditions here.” Ilham Aliyev: “Did you live in Naftalan?” Gadim Sadigov: “Yes, we did, in the sanatorium of “Goran.” Gadim Sadigov’s wife: “We lived there in very critical conditions.” Ilham Aliyev: “I saw the photos taken there.” Gadim Sadigov’s wife: “We are grateful to you for ­providing us with such a beautiful apartment.” Ilham Aliyev: “For how many years have you been living in Naftalan?” Gadim Sadigov: “We have been living there for 20 years in very intolerable conditions.” Ilham Aliyev: “Then all the sanatoriums there were in very poor state. Conditions there were very undesirable. Now you have very fine apartments with all necessary conditions. It is possible to live here comfortably.” Gadim Sadigov: “Thank you, Mr. President; it is all owing to you.” Ali Hasanov: “This family has suffered very great tragedies. The mother and father of this lady perished when they escaped from Khojaly. There are 28 martyrs in this family. In general, there is not a single family which has not given losses.” Ilham Aliyev: “You have good living conditions here.” Gadim Sadigov: “Mr. President, I express my gratitude to you on behalf of my family for the conditions created here for us. Thank you very much!” Ilham Aliyev: “Thank you. Live here comfortably. You have all conditions here; there is a music school for the ­children here. When our lands are liberated, we shall build much finer houses there. Of course, if we are able to build such beautiful houses here, then we shall return Shusha and Khojaly and rebuild them.” Then the Azerbaijani President got acquainted with the conditions created in Music School One of Khojaly built in the new residential quarter. There were photo-stands in the foyer of the school reflecting the meetings of the national leader of Azerbaijan Heydar Aliyev and President Ilham Aliyev with the internally displaced persons from Khojaly. There was also a corner with photo-stands titled “The Tragedy of Khojaly – the Memory of Gene of the People.” There were also photo-corners reflecting the care and attention of the national leader of Azerbaijan Heydar Aliyev and President Ilham Aliyev to the development of culture in Azerbaijan, as well as large-scale projects on education implemented into life by the first lady of Azerbaijan, president of Heydar Aliyev Foundation Mehriban khanum Aliyeva. It was informed that there are classes of tar, accordion, tambourine and fortepiano there. The school has all conditions for better assimilation of music by pupils. President Ilham Aliyev listened to music performed by the internally displaced children from Khojaly and had his photo taken with them for memory. Then the Azerbaijani President met the residents of the new quarter and the representatives of the public of the district. The Azerbaijani President Ilham Aliyev greeted the participants of the ceremony and said: “I congratulate you. A really beautiful small town has emerged here. The first houses here were given to the residents a year ago. I came here then and also got acquainted with the projects of these houses. The construction works were going on then, I was reported that a beautiful small town consisting of five-story houses will be built here. Today those houses are ready and you are making preparations for moving into them. They have all necessary conditions for living in them, it is already a standard. This standard is observed all the time. The houses are beautiful and light. Your former residences were not so comfortable. It is seen from the photos there. You were in Naftalan, in the old sanatorium. The ­situation was very grave there. But here it is incomparably different. You have all conditions here: a beautiful music school, a secondary school, a kindergarten. The entire infrastructure has been created here. That is, there are all ­conditions for living here. The number of such projects is already increasing in the district of Goranboy. I remember well that in 2002 our national leader Heydar Aliyev took part in the opening of the new settlement in the village of Lower Aghjakand. I was there, too. So was Mr. Ali Hasanov. I remember, we were standing there and Heydar Aliyev was speaking heartily and we were listening. It was the first such step. It was the first and very important! Because the Lower Aghjakand is the ancestral Azerbaijani territory, it has been the Azerbaijani territory all the time. It is historically an Azerbaijani territory; it was a great event to settle there the Azerbaijani refugees from Armenia and internally displaced persons from Khojaly. Since then we have been pursuing the road of our national leader. We have been fulfilling his recommendations; we are devoted to his behest. It is already five years that we have not left a single tent camp in Azerbaijan. In 2007 we liquidated the last tent camp. We are building beautiful houses, ­settlements; we have already built over 70 settlements. Tens of thousands of internally displaced persons have been ­provided with houses having all necessary conditions, ­including, I say it again, in the district of Goranboy the number of such things is great. Last year, just a year ago, in February I was here. In 2009 I took part in an identical event in the village of Veysli. Today again I am together with you. A month ago, in December, I took part in the opening of a beautiful settlement in the district of Aghjabadi. That is, this process is going on speedily. This process is acquiring a large scale. Several days ago I laid such an objective at the sitting of the Cabinet of Ministers: to fulfil these objectives we are to allocate additional finances to those which have already been allocated, it id 110 million manats. I charged the Cabinet of Ministers to increase this sum twice or thrice. We have already discussed this issue. This year 300 million manats will be spent on the construction works, that is, on the account of these finances about 14 0000 ­internally displaced persons will move to comfortable houses and settlements. It is really a great initiative. It is also true that it demands a huge amount of finances. But Azerbaijan is now strong, powerful; we have created a strong economy. The financial condition of the country is also improving. What is the most important objective facing the country?! I have said it not once and want to utter it again: it is to provide the internally displaced persons with normal houses and apartments. All the spheres in the country are our priorities. If the economy does not develop, we shall be deprived of finances. But the directions, to which we are to direct our finances, will, of course, depend on the policy of the government. Our policy is open, clear and unequivocal. The Azerbaijani citizen is in the focus of this policy. The Azerbaijani citizen is the driving force, the leading factor of all our activities. Everything is for the people. Everything is for those who live in critical conditions. And those who live in most critical conditions are the internally displaced persons. In his speech at the meeting of the Cabinet of Ministers Mr. Ali Hasanov said that the level of poverty among the internally displaced persons has declined from 74 per cent to 18 per cent. It is a very good indicator, but it is still high, because the indicator of the country in it is below 8 per cent. We must take much larger steps in the direction of building houses, we shall do it, and I am sure that the level of poverty will decline much more. Of course, you know that the internally displaced persons are free from the payment for the communal services. It is the policy of our government. This policy must be continued. After the liberation of our lands we shall build the most beautiful houses there. Then both jobs and infrastructure will be created there. Then there will not be any need for these concessions. But unless you live in ­temporary residences, temporary locations, you must have these additional concessions. Before coming here today I was in the contact line of the troops, met the soldiers and officers. The contact line is just in the border of NagornoKarabakh, in the border of the former autonomous province. I am very glad that the militaries are in high spirits. The fighting efficiency, new war machinery, weapons and ammunition, supply of ­necessaries are on a high level. When I looked at the opposite side, I became sure once more and thought that we shall return to those lands without fail. It cannot be otherwise. My confidence in it grows day by day. I believe in it cordially and I want each Azerbaijani citizen believe it. We shall return to our lands and we do everything for it. We hold negotiations and at the same time strengthen our economy, advance political initiatives, increase our military potential. All this factors demonstrate the superiority of Azerbaijan. Time will come and this superiority will turn into reality and find its reflection in life, because all the occupied lands, including NagornoKarabakh, are ancestral Azerbaijani lands. Our citizens must return home and will return without fail. We have lived there for centuries, shall live there again. But I simply want to do it soon. We direct all our efforts to it. Unfortunately, it is impossible yet. But I do not doubt a particle that Azerbaijan will restore its territorial integrity. But it is not possible yet. Such beautiful houses are being built for you. I want to say once more that it is a temporary residence, temporary location; I say it each time when I meet the internally displaced persons. It is a good location, a good sight, but it is temporary. Much more beautiful houses will be built there, including Khojaly, Kalbajar, Lachin and our other lands. We begin 2012 with such a gladdening event. Today we celebrated the opening of the aluminium plant in Ganja, which is very important for the development of our country, and other objects at the same time. I am very glad that we begin 2012 with such good events. If we take into account that this year we shall allocate a record amount of finances for these purposes, that is, for improving the living conditions of the internally displaced persons, then we shall have many such events, such celebrations.” At the end it had been taken memorial photo.
