According to the order of the president of Republic of Azerbaijan, on 31st of October 2007 year about modification in \\\"the Government program on Improvement of vital conditions of refugees and internally displaced persons and on employment increase\\\" confirmed with mr. Ilham Aliyev, the president of Republic of Azerbaijan, the Decree N 298, dated on 1st of July 2004 year. Has come to the end construction of new settlements in Beylagan and Goranboy regions.

In Beylagan area 1 settlement for 500 families is constructed. A total area of apartments 25885.5 sq. m. of the House consist of 60 one-room, 245 two-room, 180 three-room and 15 four-room apartments. Here there is school on 350 pupils, a kindergarten on 50 children, one post office, hospital on 25 places, 1 warehouse, 1 club, 1 veterinary office, fire depot on 2 cars, an office building for executive power of Hojavend area. The new settlement is equipped by roads, internal and external water supply, an internal and external electrical supply. In Goranboy area 4 settlements for 500 families are constructed. A total area of apartments of 26195.5 sq. m. of the House consist of 50 one-room, 245 two-room, 190 three-room and 15 four-room apartments. Here there is school on 360 pupils, a kindergarten on 50 children, one post office, hospital on 25 places, 4 warehouses, 1 mail, 1 club, 1 veterinary office, fire depot on 2 cars, 4 office buildings for area executive power. The new settlement is equipped by roads, internal and external water supply, an internal and external electrical supply. Actions on resettlement of the compelled immigrants in these areas have already begun.
