Due to the special care and attention of the President of the Republic of Azerbaijan Ilham Aliyev, purposeful work is being done to solve the problems of IDPs, in addition to improving the housing and living conditions of the citizens from this category, the necessary measures are being taken to ensure their employment and strengthen social protection. As a result of the reforms made by the head of state, work with IDPs has been focused on accounting and control, and the full establishment of the principles of justice and transparency. At the same time, implementation of the instruction given by the First Vice President Mrs. Mehriban Aliyeva about providing the IDPs still temporarily settled under severe conditions, in damaged buildings and structures which are dangerous for life buildings with new apartments in the first place is being continued. A new residential complex for IDPs was put into use in Absheron and Sumgait at the end of the last year, and recently 300 families have been relocated to new apartments in Umid settlement of Garadagh district. This was stated at the next board meeting of the State Committee for Refugees and IDPs held on January 24. Stating that as a successful outcome of the policy of the President Ilham Aliyev regarding IDPs, 102 new settlements have been built so far, and housing conditions of three hundred thousand citizens of this category have been substantially improved, Rovshan Rzayev, the chairman of the State Committee underlined that great amount of funds were allocated from the budget for the solution of those issues in 2019, and noted about the necessity of using the allocated funds efficiently. It was noted that the head of state keeps the situation with IDPs under constant control, and it will not be allowed to repeat any wrong and negative approach in this case. The work done in 2018 regarding implementation of the measures specified in the “State Program on improvement of living conditions and increasing the employment of refugees and IDPs, as well as the Annexes to the State Program approved by the Decree dated on July 1, 2004 of the President of the Republic of Azerbaijan, ensuring employment of IDPs in the newly built settlements, repair and construction works carried out at the expense of budget and investment expenses, human resources management and other issues were discussed at the meeting, and the work plan of the State Committee Board for 2019 was approved. Reports of the heads of the relevant structures on the agenda were listened, the course of implementation of the instructions given by the head of state, current situation with the specific areas of the work with IDPs were analyzed in detail, the scope of the issues, of which the solution is important was further clarified, and the strict instructions were given to improve the activity of the relevant divisions and increase the responsibilities of the persons in charge.
