Issues arising from the Order of the President on the restoration of Jojug Marjanli village were discussed.

On January 28, an extensive meeting was held under the chairmanship of Deputy Prime Minister, Chairman of the State Committee on Deals of Refugees and IDPs Ali Hasanov with the participation of relevant department of the Cabinet of Ministers, members of National Assembly, heads and deputy heads of Executive Powers of the occupied territories, employees of Social Development Fund of IDPs and State Committee on Deals of Refugees and IDPs. At the meeting, exchange of views was held in detail in order to ensure timely and high level of execution of duties arising from the Decree of the President of Azerbaijan Republic "On determining of single monthly allowance for IDPs and persons equated to them" dated January 23, 2017 and the Order "On measures related to the restoration of the liberated village of Jabrail region Jojug Marjanli" dated January 24, 2017. Deputy Prime Minister, Chairman of the State Committee on Deals of Refugees and IDPs Ali Hasanov stated that two documents signed by the President of Azerbaijan Republic had the great historical importance. He regarded the Decree and Order signed by the President of Azerbaijan Republic Ilham Aliyev as an attention and care to IDPs, as well as the beginning of a long-awaited return. He stressed that the President immortalized the joy of victory to our people on April of the last year, and the feelings of pride for the return to the native land at the beginning of the year. Ali Hasanov noted that the Order of the President of Azerbaijan Republic on the restoration of Jojug Marjanli village of Jabrail region was highly appreciated by our people, as well as the international organizations. This decision has been spread through the international arena. The document has created great enthusiasm in all citizens of Azerbaijan Republic, and in our army. If an order is given by the president of Azerbaijan Republic, Supreme Commander-in-Chief, Azerbaijani army will go to even our historical lands-Iravan. There was also such enthusiasm during Horadiz operation carried out by the National Leader. Deputy Prime Minister mentioned that, Jojug Marjanli village was liberated during successful Horadiz operation carried out under the leadership of the National Leader Heydar Aliyev as the Supreme Commander-in-Chief in 1994. However, our nasty neighbors almost constantly kept the territory under fire, and created a dangerous situation for a living. But on April of the last year, in order to prevent Armenian provocation, during successful April operation carried out under the leadership of the Supreme Commander-in-Chief Ilham Aliyev, fully safe conditions were created for living in these territories after the liberation of Lalatapa hill. Noting that the signing of this document caused a great resonance in Armenia, Ali Hasanov said: "The President of Azerbaijan Republic has repeatedly mentioned in his speeches that, we don't want to see Armenian mothers in tears. But the political guidance of Armenia didn't infer from this. The criminal regime coming into power with the blood of Azerbaijanis thinks that their supporters will stand behind them until the end, support the criminal regime. However, time has come and those who support them retreat now." Ali Hasanov stressed that the April battle is a glorious history in our lives. During these operations two strategic hills were liberated by our army. By the liberation of hills around the Talish village, thousands of hectares of lands were cleansed from enemies. After these operations, 360 Armenian families left the surrounding villages. I am sure that we will soon be able to start the restoration of those lands. Although today we have started the great return, a great migration has begun from Armenia. In these battles our soldiers were martyred too. However, their souls rest in peace today. Because the people return to the lands occupied at great cost of their bloods with enthusiasm and willingly. Chairman of the Committee said that, in accordance with instructions of the President of Azerbaijan Republic, every house in the village should be investigated immediately, every title deeds of the house must be prepared immediately. Mine investigations are continued by ANAMA in these lands. In addition, visits of the representatives of embassies operating in the country, international organizations to Jojug Marjanli will be arranged. It was noted that, in the initial stage it was intended to build 50 private houses and school buildings in Jojug Marjanli village in the Order. However, according to our investigations based on the instructions of President Ilham Aliyev, 150-200 families can be accommodated in the area. At the same time, all the necessary conditions will be created for the families to be settled there. Speaking about the importance of the Decree on the definition of single monthly allowance for IDPs and the people equated to them, Ali Hasanov mentioned that the Decree signed on the refugees and IDPs is distinguished by the historical importance among all Decrees and Orders adopted during the period of 28 years of refugeeness, 24 years of internally displacement. In other words, if we pay attention to the Decrees and Orders, we will see that all of them are aimed at social protection of refugees and IDPs. All issues on the execution of the Decree signed to ensure targeting of funds allocated from the state budget to the IDPs and for the social protection of persons equated to them and to simplify delivery mechanism are regulated by the relevant rules approved by Cabinet of Ministers and all the issues are clearly reflected here. The Decree signed in accordance with the applications made by the IDPs at the meetings held at different times will overcome bureaucratic obstacles, ensure transparency in this field, prevent wastefulness, as well as will contribute for the families to save on energy, water and gas. All of these are aimed at strengthening their social protection. The Deputy Prime Minister has also noted that, in response of the President to this kind of attention and care, the control will be strengthened by all in this area, the lists of IDPs whom funds will be allocated according to the rules will be drawn up and re-defined. In order to prevent any negative situations on this, all the possibilities should be directed to the implementation of duties set forth. Any delay shouldn't be allowed here. At the same time it was stressed that the IDPs had already received allowances for January. At the meeting, Members of the National Assembly Bakhtiyar Sadigov, Bakhtiyar Aliyev, Elman Mammadov, the head of executive power of Aghdam region Ragub Mammadov, the head of executive power of Fuzuli region Ali Aliyev, the head of executive power of Shusha region Bayram Safarov, the head of executive power of Khojaly region Shahmar Usubov, the head of executive power of Gubadli region Malik Isagov made a speech and spoke about the importance of Decree and Order signed by the President Ilham Aliyev. At the meeting, the extensive exchange of views was carried out on the ongoing and planned activities. At the end, Deputy Prime Minister Ali Hasanov gave instructions to the relevant authorities for the high quality and urgent execution of issues arising from this Decree and Order.
