European Union Special Representative for the South Caucasus met with IDPs in Barda

On October 27, delegation led by European Union Special Representative for the South Caucasus Herbert Salber reviewed the conditions created in a residential neighborhood for 588 internally displaced families in Barda and met with IDPs. Deputy Prime Minister of Azerbaijan Republic, Chairman of the State Committee on deals of Refugees and IDPs Ali Hasanov also attended the meeting. At the meeting the IDPs expressed satisfaction with the measures taken by the Azerbaijani government to solve their problems and to improve the living conditions. IDP from Agdam Ziyafat Ismayilov, IDP from Khojaly Elman Turbandiyev, IDP from Kalbajar Shakir Jamalov and others said that Azerbaijani government ever provides constant attention and care to its citizens living in a state of refugees and IDPs. All the necessary conditions were created for IDPs in the residential neighborhood. However, the only desire of IDPs is to return to their homes. The IDPs also noted that Shahbaz Guliyev and Dilgam Asgarov were taken hostage by the Armenia while visiting the graves of their relatives in their homelands on July 2014. They are in the captivity of enemy today too. No serious steps have been taken yet by international organizations for the release of Shahbaz Guliyev and Dilgam Asgarov. IDP from Aghdam region Chimnaz Huseynova said to a European diplomat that the graves of their ancestors in occupied lands, places of worship, including mosques were destroyed. However, Armenian Church in Baku is being preserved today. This is an indication of traditions of tolerance of our people. Herbert Salber noted that even he visited Azerbaijan several times, but he meets with IDPs outside of Baku for the first time. “It is very important for me to get acquainted with the living conditions of IDPs, to learn about their problems in depth.” said the special representative. IDPs informed the European Union Special Representative for the Caucasus that a ceasefire was broken by Armenian armed forces on the front line even at the time of the meeting. Then the European guest inquired about the conditions in the secondary school in the residential neighborhood. During the meeting with the internally displaced children, they stated that they want to return to their homes and to study there. Later, the conditions created in nursery-kindergarten has been reviewed, apartment of IDP from Agdam region Zarifa Jamalova has been visited. It was reported that, 588 apartments, 640-seat school, 140-seat kindergarten, ATS and other administrative buildings was constructed in a residential complex. Residential neighborhood was provided with all infrastructures. Deputy Prime Minister, Chairman of the State Committee on deals of Refugees and IDPs Ali Hasanov met with IDPs living in the area, listened to their problems and suggestions and stated that a solution to the issues raised will be taken into account. Shared his impressions with reporters, Herbert Salber said that excellent conditions were created for IDPs: "I feel that the region is a region of great concern. I saw the conditions of the IDPs. As a result of the visit, I got more information. The necessary conditions were created here. I understand IDPs very well. Their main desire is to return to their homeland”. European Union Special Representative for the South Caucasus said that the conflict should be resolved by peaceful means. "We do not want any military confrontation in the region. Because innocent people, civilians suffer from military conflict. As the European Union, we are ready to support a peaceful resolution of the conflict ", - said Herbert Salber.
