Chairman of Council of Europe Committee of Ministers meets IDPs in Azerbaijan

Delegation visiting our country and led by the Chairman of the Committee of Ministers of the Council of Europe, Deputy Prime Minister of Belgium, Minister of Foreign Affairs, Foreign Trade and Development Cooperation Didier Reinders met with internally displaced persons on April 28, settled in the estates built for IDPs in the territory of Masazir settlement of Absheron district at the expense of funds allocated by State Oil Fund and in the dormitory in Yasamal district. Accompanied by a large delegation, he was met in the district by Azerbaijan`s Deputy Prime Minister, chairman of the State Committee for Refugee and IDP Affairs Ali Hasanov, heads of executive authorities of Absheron and Zangilan Zakir Farajov and Ramiz Hasanov. Mr Hasanov hailed Mr Reynders` attention to the problems of Azerbaijani refugees and IDPs. “Nearly 90 such residential districts for refugees and IDPs have been built in Baku, its outskirts and across the country. This has helped us improve living conditions of 240,000 refugee and IDPs living in difficult conditions. However we still have 210,000 people who live in difficult conditions in dormitories and half-built facilities. Necessary measures are being taken by the government of Azerbaijan to improve their living conditions.” Then the guests accompanied by Deputy Prime Minister A.Hasanov got acquainted with Zangilan region senior secondary school number 33 for 540 students and with the established condition and expressed their satisfaction for detailed information provided by the students of the school in English about Belgium. At the same time delegation got acquainted with kindergarten for 280 children in the same estate and handiworks of the children studying there and listened songs singed by children praising peace and friendship among people. Deputy Prime Minister A.Hasanov brought to notice of the Chairman of the Committee of Ministers of CE that everything in the occupied territories of Azerbaijan was destroyed and it was approved by the Fact-Finding Mission of OSCE. Relating these facts to increase of violence in the world, continuation of injustice and creating unjustified conflicts he said that all of these cases is the major problem of the world and are concealed by many countries. As a result of these cases as well as conflicting interests in the region, conflict zones and number of refugees and internally displaced persons in the world increase every year. As number of refugees in the world was 15-20 million 30-40 years ago, today this number is more than 60 million and countries of conflict zones increase year by year. During a talk with IDPs Head of the delegation clarified the issues interesting him and notified that will not deny his efforts in his competency to the peaceful resolution of the conflict. Mr Reynders viewed Zangilan district secondary school and a kindergarten in the district. They had a tea in the house of Nuraddin Hasanov, an IDP from Zangilan. “The Armenians destroyed everything in the Azerbaijani territories, which was confirmed by the OSCE fact-finding mission,” said Mr Hasanov. He called the Nagorno-Karabakh conflict Azerbaijan`s “number one problem”. The Deputy Prime Minister expressed regret over the fact that the Minsk Group, which mediates in the dispute, “has made no progress so far”. “The reason is that the group`s co-chair countries were not properly formed, and they are far from objectivity. One of the main factors that give grounds to draw such conclusion is that the resolutions of influential international organizations, including the United Nations Security Council, PACE, OIC, have not been fulfilled by Armenia.” Mr Reynders and his entourage then visited IDPs at the dormitory of Azerbaijan Technical University in Yasamal. In the end, Deputy Prime Minister A.Hasanov informed the guests that we do not ask anything from any state or organization, we only want each to be fair. Injustice is the main problem of the world today. Violence and unjustness happens in the world, unreasonable conflicts are created and thousands of people are killed every day. Certainly, these are big obstacles for protection of human rights as well as carrying out democratic principles. Is it possible to implement democratic principles transparently in a society that these cases occur? It is the main problem of the world and is concealed by some states.
