“Azerbaijan: Analysis of gaps in protection of IDPs” report was presented.

“Azerbaijan: Analysis of gaps in protection of IDPs” report of the United Nations Office of the High Commissioner for Refugees (UNHCR) was presented on the 3rd of March. Deputy Prime Minister, Chairman of the State Committee for IDPs and Refugees Affairs Ali Hasanov noted that the final report was reviewed by the Government of Azerbaijan and opinions and proposals for revision were notified. Ali Hasanov gave information about the works carried out by the Government for solution of problems of about 1 million people in Azerbaijan in their 22 –year refugee and 18-year IDP life. He mentioned that the Government spent about 2,9 milliard dollar for these purpose up to now. 1milliard 300 million of these funds is from the state budget, 770 million is allocated by the State Oil Fund and 780 million dollars spent by the international organizations and financial institutions operated in out country. There were constructed 64 settlements with the entire required infrastructure. 123 schools were constructed in these settlements. The implemented arrangements improved the living standards of hundred thousand IDPs. It was noted that currently 216 thousand of IDPs are living under hard conditions and the necessary arrangements for improvement their living standards are being carried out. Ali Hasanov highly appreciated the role of the international organizations in realization of activities relating with refugees and IDPs in our country. It was mentioned that a number of organizations carried out some works based on the state programs of the government. But in spite all of these facts problems in this sphere still exist.
Country representative of UNHCR Arun Sala-Ngarm noted that the report of the agency financed by the European Commission was developed within two years. The objective of the implemented analysis is to identify the gaps in protection of IDPs in Azerbaijan and take measures for removal of these gaps.
Then “Azerbaijan: Analysis of gaps in IDPs protection” report was presented. The gaps relating with education, health and difficulties which IDPs faced when they left their property were reflected in the report.
Deputy Prime Minister clarified the faults occurred in the report and recommended re-do of the document. Ali Hasanov also proposed to carry out the monitoring of the implementation status the accepted decrees relating with settlement of Armenia-Azerbaijan and Upper Garabagh conflict.
It was mentioned that after discussion of the obtained outputs the working group would form the proposals useful for the envisaged activity and delivery to the required organizations.
