State Committee for IDPs and Refugees Affairs held a collegiate meeting on works implemented last year and identification of the forthcoming duties.

   The results of the State Committee’s staff activity for the last year were discussed at the meeting chaired by the Deputy Prime Minister-Chairman of the State Committee for IDPs and Refuges Affairs A. Hasanov. During the discussion of the items on the agenda of the collegiate meeting it was mentioned that the staff of the State Committee for IDPs and Refugees Affairs in 2009 organized its works in accordance with the requirement of the appropriate laws of the Republic of Azerbaijan, decrees and orders signed by the head of the state, especially “State Program for improvement of IDPs and refugees living standards and increase their employment” and Additions made to the State Program with the appropriate decree of the President of the Republic of Azerbaijan and successfully continued the works directed to improvement of IDPs and refugees social and housing conditions. Only in the course of the last year two decrees and two orders were signed by the head of the state and four orders and decisions were accepted by the Cabinet of Ministers. When we think about the above mentioned and other implemented activities we can understand that the solution of IDPs and refugees problem became the most cared and attended by the head of the state. Participation and interesting speeches of the head of the state and his direct communication with IDPs in opening ceremony of the multi-storey buildings for 368 IDPs families in the territory of House Construction Unit in Binagadi district of Baku and settlement constructed in Goranboy region for 596 IDPs families who temporary settled in Finnish type houses on November 17 and 20 of the last year in itself approves the above stated. At the meeting it was also mentioned that last year according to the State Program, specially as a result of the arrangements implemented for improvement of housing standards of IDPs, during a year construction of the settlement for 120 families in Yukhari Aghjakand (one of the 4 settlements for 500 families constructed in Goranboy region) and residential area for 26 IDPs families in Goygol region was accomplished and IDPs were resettled to these houses. At the same time the construction of the settlement in Fatmayi settlement of Absheron region for improvement of the living standards of 31 IDPs families mainly displaced from Zangilan region and temporarily settled in auxiliary buildings of the Research Institute of Farming in Pirshaghi settlement of Sabunchu district, Baku was completed and IDPs families were moved to these houses. The construction of the five-storey building in Ramana settlement of Absheron region for 70 IDPs families needing urgently to be moved from the buildings in Baku has been started and will be handed over soon. In general, only in 2009, 1142 IDPs families comprised of 5710 persons were moved to the new constructed houses. Last year the relevant departments and units of the committee carried out the required preparation works for the buildings and settlements to be constructed this year in accordance with the State Program. In 2009 the State Committee staff was engaged in settlement and provision of IDPs and refugees with the job, humanitarian aid, status, required goods and materials, equipment, their resettlement to the new constructed settlements and other stated objectives. Deputy Prime Ministers-Chairman of the State Committee for IDPs and Refugees Affairs Ali Hasanov expressing his consideration to the items of the agenda mentioned that daily care and attention of the head of the country to this sphere increases the sense of responsibility of the staff and puts serious and important objectives. The principled position, decisive and resolute steps made by Mr. President using his authority and experience makes to believe in peaceful settlement of Armenian-Azerbaijani, Upper Garabagh conflict and in its turn these are the steps taken towards the settlement of one of the most painful problems of our country. Activity plan for 2009 of State Committee staff was approved after discussions.
