The 9^th online meeting of the European Union (EU) – Azerbaijan Subcommittee on Issues of Justice, Freedom and Security, Human Rights and Democracy.   

Head of Legal and Human Resources Department of the State Committee for Affairs of Refugees and IDPs Ziya Mammadov represented Azerbaijan. He made a speech about the issue of internal replacement in discussions held in topics of migration, shelter and border management. It was stated that the great victory gained in 44-day Patriotic War put an end to the conflict that had been continuing for about 30 years.   

It was noted that the Committee created an Electronic Database of IDPs with PIN code. The Committee is currently conducting a survey to enter information on IDPs` occupation, place of work, employment, entrepreneurial activities and intention about returning to their permanent place of residence. The Electronic Database will be widely used to monitor the migration of citizens during return and reintegration to the liberated territories.                 

It was noted in particular that the former IDPs welcomed the liberation of their native lands with great joy and they are ready to return.

The meeting was co-chaired by Deputy Foreign Minister Mahmud Mammad-Guliyev from Azerbaijan and Head of Bilateral Relations with the Eastern Partnership Department of the European External Action Service Richard Tibbels from the EU.
