The President Ilham Aliyev announced that he had decided to give the apartments intended for IDPs to the families of martyrs in his speech at the conference dedicated to the results of 2020.
The head of state said: “I have already instructed that the apartments on the balance of the State Committee for Refugees and IDPs be transferred to the balance of the Ministry of Labor and Social Protection of the Population. It is quite a large program. Therefore, the families of martyrs who stood in line before the war shall be relocated to these apartments. In addition, relatives of our heroic soldiers who died in the Second Karabakh War shall be relocated to these apartments. This is a fair decision. I think that the IDPs, I`m sorry, the former IDPs will get this right. I have always said everything as it is. I know that they have been waiting for these apartments for many years, but now the occupied territories have been liberated. Therefore, it does not make sense to accommodate former IDPs in Baku, Ganja and Sumgait. It is a very right decision to give the apartments intended for them to the families of martyrs.”
Appropriate measures have been taken to ensure the use of residential areas built for IDPs last year in accordance with the instructions of the President. In this regard, the State Committee for Refugees and IDPs of the Republic of Azerbaijan states that in 2020, construction of the following was completed: 3 five-storey residential buildings for 180 families in Umid settlement, at Garadagh district of Baku, new 810-familiy neighborhood containing 5 nine-storey buildings in Khojasan settlement, at Binagadi district, 624-seat school building, 140-seat kindergarten, administrative building and technical infrastructure facilities, 1512-family neighborhood containing 30 nine-storey buildings in the administrative territory of Sabunchu district, 1200-seat school building, 280-seat kindergarten, administrative building, club-community center and technical infrastructure facilities, 1890-family neighborhood containing 35 nine-storey buildings in Absheron, 1512-seat school building, 280-seat kindergarten, club-community center and technical infrastructure facilities, 200-family neighborhood containing 9 four-storey buildings in Samukh, 144-seat school building, 50-seat kindergarten, administrative building, club community center, medical station and technical infrastructure facilities, 50-apartment five-storey building in Guzanli settlement of Aghdam, 45-apartment five-storey building in Lankaran, residential settlement containing 95 individual houses in Fuzuli.
The head of state said that houses for IDPs will be built only in the liberated territories from now on. Emphasizing that some projects are underway and some are nearly completed, the President Ilham Aliyev said: “Now houses have been built in Fuzuli, Horadiz and other villages, which, certainly, will be given to IDPs. However, houses for IDPs shall not be built in Baku, Ganja, Sumgait, Mingachevir and elsewhere anymore. Houses for IDPs, i.e. former IDPs, will be built only in liberated territories, and we will do this based on a special program. Everyone should know this, and I would like everyone to know. This is a very fair approach.”
According to the instructions of the President, the houses built in Fuzuli will be given to IDPs. And 4687 ready-to-move-in apartments will be used to fulfill the instructions of the President.
