According to “Azerigaz” Production Union, there is a debt of 9 560 769 manat as of 2020 as a result of non-payment of the cost of used natural gas in excess of the limit allocated by the state (35 cubic meters monthly per family member) for 8 772 internally displaced families temporarily residing in compact conditions, living in facilities not individually supplied with natural gas.
In this regard, the State Committee for Refugees and IDPs states that the cost of natural gas consumed by 7189 internally displaced families temporarily residing in compact conditions, living in facilities not individually supplied with natural gas according to the set limit is paid by the Committee to “Azerigaz” PU every month on time and in full under the Decree No. 1206, dated on January 23, 2017 "On establishment of a single monthly allowance for IDPs and persons equated to them".
The above debt amount arose as a result of IDPs consuming in excess of the set limit of natural gas in the period between January 1, 2010 and November 24, 2020.
No budget allocations are provided to the State Committee to pay for the natural gas consumed by IDPs in excess of the set limit.
We would like to note regarding non-payment of the cost of natural gas consumed in the boiler houses of newly built multi-storey residential complexes that meet modern requirements in order to improve the housing and living conditions of IDP subscribers that under applicable laws, funds estimated for heating and hot water supply were paid in full on the account of state in a centralized manner within the norms established for the period up to the end of 2017. Currently, the possibility of repaying the debts arising from 2018 in the same way is being discussed.
In general, a single monthly allowance is paid to IDPs and persons equated to them as of January 1, 2017 in lieu of allowance for food costs, as well as payment from the state budget for utilities and other services according to the Decree "On establishment of a single monthly allowance for IDPs and persons equated to them".
