Was born on April 9, 1972 in Baku city.
In 1989, graduated from the secondary school №115 of Baku city’s Binagadi district with a gold medal for distinction in studies. In 1989, was admitted to the faculty of biology of the Baku State University and graduated with a specialty of biologist, teacher of biology and chemistry in 1994 (Honors Diploma).
Since February 1994, was appointed to serve in the United Nations World Food Programme Country Office in Azerbaijan as a logistics assistant first, then starting from 2000 as a Head of Logistics Unit, and since 2008 as a Head of Azerbaijan Country Representation Office.
In 2008, completed two-year specialised courses of the Fritz Institute (USA) and the Chartered Institute of Logistics and Transport (UK) and was conferred with a certificate of completion in humanitarian logistics.
Since 2013, was appointed to the position of Deputy Chairman of the State Committee for Affairs of Refugees and Internally Displaced Persons.
In accordance with the Decree of the President of the Republic of Azerbaijan dated March 1, 2013, was appointed to the position of Deputy Chairman of the State Committee for Affairs of Refugees and Internally Displaced Persons of the Republic of Azerbaijan.
