I N F O R M A T I O N

 

 
“State program on improvement of living conditions and increasing employment of refugees and IDPs” was approved by Decree No.298 of 1st July, 2004 issued by the President of the Republic of Azerbaijan, Additions to this State Program were approved by Decree 1346 of 21st February,2011 issued by the President of the Republic of Azerbaijan, a law was adopted by Milli Majlis(National Assembly), 7 decrees and orders were adopted by the President of Republic of Azerbaijan, 12 decisions and an order were adopted by the Cabinet of Ministers.

 

On Feburary 10,2011 the President of the Republic of Azerbaijan, Mr.Ilham Aliyev attended and gave a speech in  the opening ceremony of  the construction of 3 five-storey dwelling houses (2 of them with 60 apartments and  one of them with 45 apartments) for 164 İDPs families in Goranboy region and a school for 360 pupils in accordance with the acceleration of social-economic development of Naftalan city. 

 

An agreement was made with design organization in accordance with the construction of additionalsocial  buildings (music school, administrative building) in the block built in Goranboy region and  propose amendments in the  main plan on the second stage, preparation of project estimation documents has been finished, Expertise opinion of the block in a new variant has been obtained. Agreements have been made with contractor organizations in accordance with the construction of the rest 9 five-storey dwelling houses (8 of them with 60 apartments and 1of them with 45 apartments) and social buildings (music school, administrative building) in the block, construction works are being intensively continued at present.

 

The construction of Administrative building for Jabrail region Executive Power was finished in Bilasuvar region. Afterwards the rooms of the building were  furnished and equipped, the Act of State Admission Committee is being officially registered.

 

100 hectare land area was allocated to construct a settlement for 500 families of internally displaced persons in administrative territory of Imishli region 

 

The specifications were obtained for the territory (8, 0 hectare for 502 families) allocated in Mingechevir city and an agreement was made with   design organization in order to carry out design work. The preparation of project estimation documents was finished, some correction works were carried out  in project estimation documents at present, project documents on social objects were submitted to the Head Office of State Expertise and the presentation of project documents on technical infrastructure objects to the Head Office of State Expertise by the end of October is planned.

 

The specifications were obtained for the territory (84, 0 hectare for 423 families) allocated in Shaki city, an agreement was made to prepare project estimation documents, engineering searching works were finished in the object, the main plan of the settlement, the designs and budgets of houses (1, 2, 3, 4 room houses) and social and infrastructure services were prepared. References for the agreement of project estimation documents from appropriate organizations were obtained and submitted to the Head Office of State Expertise.

 

14 hectare land was allocated to construct a new dwelling block for 866 IDPs families in Barda region, specifications were obtained, tender procedure was carried out to sign an agreement with design organization and an agreement was made with design organization. Besides it, 134 hectare land was allocated to construct a new dwelling settlement and irrigate planting areas for 195 IDPs families, specifications were obtained, the permission was obtained for the beginning of design works in an appropriate way, preparatory works are being carried out to sign an agreement. 

 

22,0 hectare land was allocated (near Mushvigabad settlement)from winter field No 14 in the administrative territory of Garadagh district of Baku city for 1410 IDPs families temporarily settled in the buildings of the Ministry of Defense of Azerbaijan Republic belonging to the military units and those who needed to be moved  in accordance with the design and construction of new micro-district with necessary social-technical infrastructure.

 

0,7 hectare land area was allocated for the construction of new five-storey building for 43 families on Balakan region , the specifications were obtained, the permission was gained to begin design works and preparatory works are being carried out to make an agreement.

 

9 hectare land area was allocated to construct a new dwelling settlement for 45 IDPs families on Ismayilli region, the specifications were obtained, the permission was gained to begin design works in an appropriate way and preparatory works are being carried out to make an agreement.

 

30 hectare land area was allocated to construct a new dwelling settlement for 101 IDPs families on Hajigabul region, applications were made to obtain specifications.

 

In Saatli region for 320 IDP families in order to construct new living settlement is divided into 13hectares of land.

 

Land areas were allocated for 932 IDPs families living under bad condition in dugouts, shacks made from reed and air-brick in the territory called “Dordyol” (“Four ways”) of Aghdam region from the Banovsheler (30 hectare) and Imamgulubeyli (70 hectare) settlements of the same region. The specifications were gained and the “Construction Passport” was prepared at present.

 

385 hectare land area (including 320hectare irrigated area)was allocated to construct a new dwelling settlement for 320 IDPs families on Beylagan  region, specifications were obtained, a tender procedure were carried out to sign an agreement with design organization and an agreement was made in an appropriate way.

 

Land area has been allocated on Beylagan region territory for the construction of the Administrative Building of Khojavand region Executive Power, the specifications have been obtained, compiling of project estimation documents have been finished, the Head Office of State Expertise has given a positive reference and agreement has been signed with contractor organization. Construction-installation, decoration works on external and internal walls of the building have been finished, the Act of State Admission Committee is being officially registered at present.

 

Allocated 12.0 hectares of land in the territory of the village of Absheron district Masazir the first quarter of 2012 construction will begin and will be charged to this area internally displaced persons for living in the hostel of the State Oil Academy.

 

In the hostel of Baku State University temporarily settled 758 internally displaced families will betransfer to multi-storey residential buildings in the territory of Garadagh region.  

 

In the territory of the Canning plant in Gazakh region of 24-apartment building for IDP families settled construction is completed.

 

In The territory of Baku city temporarily settled 406 IDP families were moved to  the all kinds ofresidential apartments in territory of Absheron district . 

 

During the year 2123  family, 10615 people IDPs has been improved housing and living conditions.

 

During the accounting period 2171 persons out of whom 374 IDPs settled temporarily in densely territories, 1797 persons were employed permanently by the Ministry of Labor and Social Defense of Population  as a result of mutual activity with its structural sections ,2532 persons were employed temporarily . 352 persons were given a status of unemployed, 430 persons were granted benefit for unemployment. 478 persons were involved in vocational training under the modern demands of labor market and 140 persons were involved in public works.

 

106 different kinds of communal micro-projects were (total cost of micro-projects comprised 11,564 million USA dollars) completed by SDFIDP during 2011 on Credit Agreement signed between World Bank and Azerbaijan Government and 54,84 thousands people as well as 38,38 thousands (70%) IDPs benefited from these micro-projects.

 

Total sum of 437,0 thousand manats have been allocated to 254 persons including to 210 IDPs in different regions and cities of Azerbaijan on account of financial funds of World Bank and Azerbaijan Government.

 

823 persons have been benefited from these micro-credits so that 83 % of them i.e. 683 persons are internally displaced persons.

 

Paying monthly salary was carried on for over 14 thousand internally displaced persons who worked in the enterprises financed from the budget and weren’t employed.

 

827 applications were submitted to the Committee under the II Item of the Decree No. 298 of the President of the Republic of Azerbaijan dated July 1, 2004 (498 application by refugees and IDPs, but 329 ones by citizens), representative of the Committee participated in 211 judicial processes in accordance with removal of IDPs from the places they settled in. 

 

Current repairs in 43 objects where IDPs temporarily settled in, reconstruction of 80 houses impaired as a result of deposit in 6 dwelling settlements for 1221 families built for IDPs in the territory of Harami in Fuzuli, construction of 52 unfinished houses for Mashati Turks including 17 houses in Sabirabad, 19 houses in Beylagan, 14 houses in Oguz, 2 houses in Khacmaz was finished at the expense of state investment expenditure.

 

87,1 million manats from funds 89,3 million manats approved in 2011 for public utilities used by internally displaced persons have been paid to the service organizations centrally and  by direct treasury for actual consumption upon estimated norms. 

 

The installation of 94910 energy meters is intended by “Azerenerji” OJSC. 57786 meters have been installed in private houses and in 25734 flats in compact dwelling  objects by the accounting period. Generally, total 83520 (88%) meters were installed upon “Azerenerji” OJSC. 25774 (31%) Smart-Kart typed meters of it have been installed. Installation of active-energy meters was completely finished in private and compact dwelling areas by “Bakielektrikshebeke” OSJC.

 

Facilitation of power supply of compact settlement objects considered for all territories of the Republic has been 100 % completely finished. Internally displaced families settled down in all cities and regions of the republic are supplied with electric power continuously and there are not any limitations in power supply.

 

The installation of gas meters intended in private and compact settlement objects in all cities and regions of the republic (including Baku city) upon “Azeriqaz” PU has been completely finished. Populated areas and settlements settled down by IDPs are rapidly supplied with gas. New buildings are supplied with meters while exploiting. At present more than half  of the internally displaced families upon republic are supplied with natural gas.

 

Lately, modern heating system is installed for heating flats in high-storey buildings constructed for IDPs and flats of internally displaced persons are supplied with heat.

 

45 power transformers of different models, 21 CTP boards, 54 water pumps, 3930 meter power cables, 65650 meter electric cables have been given to 79 settlement objects upon different regions during  2011.

 

96,8  million manats from 99,0 million manats  means  approved for payment of cost on food from state budget for 2011 were given  to IDPs by cash dispenser.

 

The ministries, committee, companies, concern and joint-stock corporations helped differently IDPs in the amount of 4,0 million manats on the eve of holidays.

 

75,2 thousand manats from 7,0 million  manats  means  approved for buying stove fuel was expended to disperse 40 litre white oil to each IDPs families and 6,5 million manats means was spent . 

 

Appropriate measures have been taken to convey the realities to the world community about Armenia-Azerbaijan, Upper Karabakh conflict and ongoing. On 28 January 2011, chairman of State Committee  met Villi Fautren, the Manager of the Belgian Organization of Human Rights Without Frontiers International, gave detailed information about Armenia-Azerbaijan, Upper Karabakh conflict  as well as Khojaly massacre. The aim of the meeting is the preparation of objective account on Khojaly massacre, presentation and dissemination of this account in the European Parliament and to publish an article in the “New Europe” newspaper on the eve of 19th anniversary of Khojaly massacre. At the same time, the implementation of some affairs in the direction of continuation of appropriate activity on the occasion of 20th anniversary of the massacre in 2012 and the adoption of the resolution on Khojaly massacre in the Parliament of Europe and Belgian are planned. Guests had met internally displaced persons from Khojaly settled in Baku.

 

On 17 February, 2011 at the headquarters of the Public Union of the “Azerbaijani community of the Nagorno Karabakh region of Azerbaijan” recalling event was held regarding the 19th anniversary of Garadaghly tragedy. 
The movie “Genoside. Garadghly” was presented, the movie is in Azeri, Russian and English, presentation of the movie  in many countries of the world is expected. 

 

On the eve of the anniversary of Khojaly genocide, the movie of “Long Journey of Anar Usubov” screened by Turkish producer Cem Oghuz was  translated into Azeri and English languages on 21 February,2011. This screen work was presented in Washington and Los-Angeles to convey the realities on Khojaly massacre to the world community.

 

On 16-17 March, Andre Vidmer, an independent journalist who work in Switzerland met  residents in “Kochavand-500”settlement in Baylagan, acquainted with living condition of IDPs in the territory of Takhtakorpu, in Agchabadi where Lachinian internally displaced persons settled temporarily and noted that he will elucidate the facts about their situation and not to return to their native lands.

 

The delegation who is paying a visit to our country under the chairmanship of the member of the France Senate Mrs. Natalie Guli met IDPs settled temporarily in Hostel 1of Azerbaijan Pedagogical University and in the nine-storey building complex built for IDPs in Binagadi district.

 

Chairman of State Committee on Affairs of Refugees and Internally Displaced Persons  gave an interview to the correspondents of “Al-Jazire” TV channel, Robin Forestier-Walker and Nasyr Jakypbek on May 4. He gave a  detailed information about historical roots, origin of Azerbaijan-Armenia, Nagorno-Karabakh conflict, problems of more than 1 million refugees and IDPs arisen in the country as a result of it, difficulties faced by our countrymen for years, and state’s care for them. 

 

On 19-20 May,2011 The UNHCR High Commissioner Antonio Guterresh visited Azerbaijan, met IDPs settled temporarily in Aghdam, Yevlakh and Binagadi district of Baku, acquainted with their living conditions .High Commissioner appreciated the achievements in the direction of improvement of living condition of IDPs in Azerbaijan as a good example for other countries and noted that Azerbaijan is in front in the world compared with other conflict zones of the world for the amount of the means expended for each IDP within the year.

 

On May 26 members of the delegation headed by the Chairman of the UK-Azerbaijan parliamentary group, Mark Field visited Azerbaijan  and they were given information about causes and results of Armenia-Azerbaijan, Upper Karabakh conflict, existing situation of refugees and IDPs and state’s care for them. On May 28, the delegation has met 
IDPs who live under bad conditions and settled in a new settlement in Binagadi district of Baku and on the same day they visited Aghdam  under the accompaniment of the Committee and were in the military unit near the front-line.

 

On June 8, Chairman of State Committee on Refugees and IDPs has given information about Armenia-Azerbaijan, Upper Karabakh conflict, the problems of refugees and IDPs and state’s care for them to the representatives of analytic brain center of the World Affairs Council of America (WACA). 

 

Delegation consisting of representatives of the member countries of the European Union and European Commission visiting Azerbaijan has met refugees who live under bad conditions and settled in a new  apartment in Binagadi district of Baku on June 16.

 

Event devoted to June 20- World Refugee Day, 60th anniversary of 1951 Convention on UN Refugee Status, 50th anniversary of 1961 Convention on reduction of statelessness has been held by support of  State Committee on Affairs of Refugees and IDP’s, State Management Academy under President of Republic of Azerbaijan (SMA), UN High Commissioner on Refugees (UNHCR) on June 20.Chairman of State Committee on Affairs of Refugees and IDP’s gave information about Armenia-Azerbaijan, Upper Karabakh  conflict, problems of refugees and IDPs and state’s care for them to the ambassadors of foreign countries, representatives of international organizations and other participants who participated in this event.

 

Chairman of State Committee on the Affairs of Refugees and IDPs Ali Hasanov met Members of Working Group on Belgium-Azerbaijan inter- parliamentary relations on July 5,members of European Parliament on July 15, representatives of influential newspapers, such as “Radical”, “Hurriyyat”, “Todays Zaman”, “Zaman”, “Milliyyat”, “Haber Turk” on July 20, the members of the European People’s Party (EPP) at the Parliamentary Assembly of the Council of Europe on July 20, the delegation paying a visit to Azerbaijan under the leadership Josep Antonio Duran, the chairman of Foreign Affairs Committee of the Spanish Congress of Deputies on July 27 and gave information about Armenia-Azerbaijan, Upper Karabakh  conflict, problems of refugees and IDPs and state’s care for them.

 

In the framework of visit our country, members of European Parliament have been to Aghdam region and met IDPs on July 16.

 

Chairman of State Committee on Affairs of Refugees and IDP’s gave information to the correspondent of “Al-Jazire turk” TV channel, İrfan Bozan on August 12 about historical roots, origin of Azerbaijan-Armenia, Nagorno-Karabakh conflict, problems of more than 1 million refugees and IDPs arisen in the country as a result of it and state’s care for them.

 

A group of assistants of members of the Congress of United States which included the delegation met with internally displaced persons who live under bad conditions and settled in a new apartment in Binagadi district of on August 17.

 

On September 8, Chairman of State Committee on Affairs of refugees and IDPs met the first Ambassador Extraordinary and Plenipotentiary of Phalastin state  in Azerbaijan, Nasir Abdul Karim Abdurrahman,gave a detailed information about the Armenia-Azerbaijan, Nagorno-Garabagh conflict, the problem of refugee and internally displaced person resulted from it, large-scale measures taken by the state in the solution of the problems of our compatriots being from this stratum

 

Totally 812,5 thousand manats humanitarian aid was granted to executive powers of 18 regions (cities) under the Committee at the amount of 818,5 thousand manats, to 32 families at the amount of 6000 thousand manats, including 376 quilts,287 tents.

 

37,3 ton meat share was delivered to 10000 families with the line of Islamic Development Bank on the occasion of Sacrifice holiday.

 

For 2011 harvest crop was planted in 136 hectare area and 138 ton crop was reaped by Agrarian Industrial and Agrarian Farmer Economies under the Committee. Industrial goods  with 900,0 thousand manats in Industry, AS and AFT were manufactured. 

 

23990 people were given internally displaced person status, 1 person was given refugee status and therefore appropriate certificates were issued. 

 

9422 citizens were accepted in the Central Apparatus of State Committee on the Affairs of Refugees and IDPs, 45283 written and oral applications presented by refugees, IDPs and different organizations were looked at, 99,7% of the applications were executed, but 71,7 % of them were positively solved. 

 

1004 refugees and internally displaced persons, as well as 154 persons in private, 850 people in a collective form (5 collectives) were received by Chairman of State Committee on the Affairs of Refugees and IDPS.
