The Government of Republic of Azerbaijan has received financing from the World Bank toward the cost of the Improved Livelihoods for Internally Displaced Persons in Azerbaijan, and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include the services training, mentoring, business and employment support services to build the capacity of IDPs who successfully completed vocational training and support the sustainability of the newly created businesses and jobs and support IDPs in their efforts to establish new businesses or work, generate income, employ IDP community members, and deliver goods and services that benefit their communities and society at large. Assignment period is 24 months.

 

The detailed Terms of Reference (TOR) for the assignment is attached to this request for expressions of interest.

 

The State Committee for Refugees and IDPs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are:

 

  • General experience – 50 points;
  • Similar experience (description of the background and organization of the company, and of each member for the assignment; list of only previous similar assignments successfully completed in the last 5 years - 50 points;

 

(Total evaluation score – 100 points).

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [or insert date of applicable Procurement Regulations edition as per the legal agreement] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

The consultants strongly recommended limiting their Expression of Interest to 30 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 30 pages.

 

A Consultant will be selected in accordance with the CQS [Selection based on Consultant’s Qualifications] method set out in the Procurement Regulations.
