On 10 November 2010 Mr.Ilham Aliyev, the President of the Republic of Azerbaijan and his spouse Mehriban Aliyeva participated in the opening ceremony of the living houses compound constructed for internally displaced in Yevlakh.. The President Ilham Aliyev and his spouse got familiar with the conditions created in apartments. Ali Hasanov, Deputy Prime Minister, Head of the State Committee on Refugees and IDPs Issues gave information to the Head of the State about the works done. He said that the construction of the complex according to the State Programme on Improvement of the Living Conditions of IDPs and Increasing their Employment was launched in April 2010. The area where the buildings are situated is 10 hectares. In 10 buildings, there are 612 apartments consisted of one, two, three or four rooms. These apartments will be given to IDPs who are temporarily settled in public buildings, unfinished premises, which have unbearable living conditions. There has been created high standard conditions in apartments. A community centre and administrative building have been constructed in the area. Immense cleaning and planting works have been carried out in the quarter founded with the order of the Social Development Fund of IDPs. There have been constructed a kindergarten with the capacity of 50 children, school buildings with the capacity of 440 pupils, a heating point, a pump station, a transformer substation, as well as in apartments there are telephone, water and gas lines. Moreover, two artesian wells have been installed, as well as two water reservoirs and 2 kilometers long asphalt roads have been constructed. The President Ilham Aliyev and his spouse watched the performance of the Kalbajar region Cultural House and were photographed with them. The Head of the State met with IDPs who were provided with new apartments in the settlement, and congratulated them. Sulhana Jalilova, a teacher of the secondary school #30, expressed her gratitude to the Head of the State for the attention and care rendered to IDPs. A memory photo taking was followed. Afterwards the President Ilham Aliyev and his spouse participated in the opening ceremony of the secondary school #30. The Head of the State cut the ribbon, which meant the opening of the school, got familiar with the condition established in the education facility. It was informed that the two storey school building was constructed in a modern stile. In the hall of the school there had been placed photos reflecting the attention and care of the national leader Heydar Aliyev, the President Ilham Aliyev and the President of the Heydar Aliyev Fund Mehriban Aliyeva, and moments from their meetings with IDPs, as well as the board where the facts and photos related to the situation of Kalbajar region before the occupation and after the occupation and information about national heroes were collected. In the school, apart from 35 classrooms, there are a physics-autonomous laboratory, metal processing and carpentry workshop, history, mother language and literature, mathematics, geography, chemistry-biology, initial military preparedness, information technologies, foreign languages, tailor’s and painting rooms. There is a conference hall with the capacity of 146 people for holding various events. There has been created all condition for sports activities of the pupils. There have been constructed football, volleyball and basketball playgrounds in the school area. The President Ilham Aliyev watched the performance of the schoolchildren at the sports hall. The schoolchildren were photographed with the Head of the State for memory. The speech delivered by the President of the Republic of Azerbaijan Mr. Ilham Aliyev at the Opening of a New Settlement Built for 615 IDP families in the City of Yevlakh Gazanfar Musayev and his family, internally displaced persons from Kalbajar, met the President and his wife. Gazanfar Musayev: “You are welcome to the settlement built for the internally displaced persons.” Ilham Aliyev: “Thank you. I congratulate you on the occasion of your new flat.” Gazanfar Musayev: “I invite you to the flat which you have presented to us. May God endow you with strong health.” Ilham Aliyev: “Such beautiful, comfortable, modern houses have been built. Gazanfar Musayev: “You have built just a real town for the internally displaced persons. At the same time Yevlakh and this town suit each other.” Ilham Aliyev: “All our country is becoming beautiful. Everything is also being done for improving the social and living conditions of the internally displaced persons. Such multi-storey houses for the internally displaced persons are built in the regions for the first time.” Gazanfar Musayev: “You have had built beautiful schools in the remote districts of Azerbaijan. Wherever we go, we hear your name and the words that this school has had been built by Mrs.Mehriban.” Gazanfar Musayev hosted President Ilham Aliyev and his wife Mehriban Aliyeva in his flat. Gazanfar Musayev: “This photo was taken in 1998. There was a ceremony and you were there together with our late great leader Heydar Aliyev. I spoke there. You gave me this badge. Then Heydar Aliyev looked and asked what were ornaments and pictures on the cars. I answered that it was the wedding day of my son. He gave me a flower. This is that flower. I have it as a keepsake now. It is the flower given personally by your father, by our great leader. He gave it with his own hand. We keep it in our bosom today as well. This is the fate, our kismet, and then we lived in an iron cabin in very miserable conditions. And Heydar Aliyev was trying hard to accommodate us somehow. Now you presented to my family such a beautiful flat. May God Almighty always support you.” Ilham Aliyev: “Thank you. It shows that the policy of our great leader Heydar Aliyev is being continued today as well. Azerbaijan pursues the road chosen by him. It is continued today in all the spheres, including the policy determined by him for improving the living conditions of the internally displaced persons. The first oil revenues accumulated in the State Oil Fund were spent for this purpose. Then our financial resources were not very sufficient. We were doing what we could. But today Azerbaijan is developing successfully, we possess sufficiently enough resources. We built such beautiful houses, provided thousands of our citizens with houses and flats. In general, we have provided about 90 000 internally displaced persons with such beautiful houses and flats. Private houses, flats are being built everywhere; construction improvement works are being conducted. But, how to say, it is a temporary address. After the liberation of our lands from occupation, much more beautiful houses will be built there.” Gazanfar Musayev: “If God allows, Mr.President! In 1969 I was working in the capacity of chairman of the village soviet. In that year our great leader Heydar Aliyev was elected the first secretary of the Central Committee of the Communist Party of Azerbaijan. I remember, since then the development of Azerbaijan began. Under the leadership of Heydar Aliyev Azerbaijan won the challenge banner for ten years repeatedly among the former soviet republics. I shall never forget it. But one thing makes my heart ache. In those hard days our great leader was trying to solve the problems of refugees and internally displaced persons. He drew the attention of the world to the oil resources of Azerbaijan. I remember how the great leader smeared his face with oil. It was the sign of a happy future. Now all these buildings are built on the account of the oil revenues. All this buildings are the fruits of the intensive labor of our great leader.” Ilham Aliyev: “Of course, all this is on the account of the oil revenues. It gave an incentive to the economic development.” Gazanfar Musayev: “Another thing for which I think myself to be happy is that in 1965 the late Hasan Aliyev and Gulu Khalilov were my guests. The authorities rang me up from Kalbajar that they would take Hasan Aliyev to the spring of Nazran in the forest. But he would not come with the secretary of the district party committee, but alone. He liked to watch the beauty of the forests alone. Our zone was just a paradise. He came and I hosted him till the evening. I am lucky. I am lucky that I was invited to the conference in Baku in 1973 presided by Heydar Aliyev. The chairpersons of the village soviets were invited to the conference. The problem was that the center had delivered the authorities of the village soviets to the chairpersons of the collective farms. Our great leader spoke there. He said to us: “You represent the government. Go and get engaged in your affairs, but also help the collective farms, let the work in the collective farms move forward.” His words are still ringing in my ear. Rest him in peace! God Almighty may give you strong health. Mehriban xanum, you have done many things for the Azerbaijani people, for the Azerbaijani children. I wish happiness to your children. Let God Almighty protect you! I want to say one thing else. We are proud of the things you do. I mean the meeting with the Russian President, there was also that baseman, I do not want mention his name. You talked, consulted and agreed to return the corpses of our martyred sons. You spoke in the ceremony of their burial. You appreciated them highly. Let God Almighty appreciate you, help you. I have only one desire: the liberation of Kalbajar, I shall go to Kalbajar, give this flat with its key and all its holdings, which you have presented to us, to a poor man in this district.” Ilham Aliyev: “That day will come. We shall liberate our lands. We have now all opportunities for it. You mentioned the ceremony when our martyred militaries were buried, we were sad and at the same time very proud of them. It was five months that the Armenians did not want to return the corpses. I said it there and want to repeat it once more that such cruelty, such a savagery has not been observed in any nation, but in the Armenians. That is, it is the limit of savagery. I believed that we shall return them and returned, buried them like heroes with tribute, which they deserve. We have thousands, tens of thousands young men like them; they are ready to sacrifice themselves in order to restore the territorial integrity of our country. At present we try to solve the problem through negotiations. But it is impossible yet. It has reasons; they are the actions of Armenia. That is, Armenia has occupied our lands, has conducted the policy of ethnic cleansing, and has changed the names of towns, district centers, villages there. But it is senseless. Nothing changes by changing the toponyms. No one in the world calls our lands, our Kalbajar, our Aghdam by the names invented by the Armenians. Nevertheless, we must be much stronger. We are growing strong; the day will come when we shall liberate our territories. The banner of Azerbaijan will fly high in Kalbajar, and in Lachin, and in Shusha, and in Khankendi. All this are our lands and we shall not give an inch of them to the enemy. For the time being by such things we want to ease your life, your living conditions, to console you a little bit. But I want to say once more that you have a temporary residence here. After the liberation of our territories more beautiful houses and buildings will be built in Kalbajar, Aghdam, Lachin, Shusha, Gubadli, Zangilan, Fuzuli, Jabrail than the ones which we have here.” Gazanfar Musayev: “If God allows! My next desire is not to have any martyrs, not to see our youth become the victims of the war any more. We see everything: your policy, the growing wealth of the country and the might of our army. At present we have everything to wage the war. If they demonstrate obstinacy, then I am also ready to go to the front. Excuse me for saying it, I have 25 grandchildren and nine great grandchildren, 17 of them are boys. The majority of them have been in the army, some of them are still serving in the army. My desire is to take an arm and go to fight together with them and liberate our lands.” Ilham Aliyev: “There will not be need for it. We have a mighty, professional army, armed forces. They are ready to fulfill any task. Recently we have been paying so much attention to the army building, we have been growing our military might so much that at any moment within a brief time we can restore our territorial integrity. I am sure that the enemy and the mediators are also aware of it. That is, in our time it is impossible to hide something. That is, how can we conceal that we buy so much weapons, military machinery, make preparations, conduct trainings. Why do we do them? We do them, because we are to return our territories. We are living in the state of war. We spend so many resources just for this purpose. These resources could have been directed to other purposes, too. We do it as well. I do not want to see the bloods shed, not to have victims, not to have martyrs again. I want the conflict to be solved through negotiations, politically, by means of taking steps in the sphere of economy. All our coordinated policy follows this goal. We have isolated Armenia of all the communication opportunities. Armenia is already a geographical and economic deadlock. On the other hand, now you may compare our and their resources. They are not able to live without foreign donations, without foreign support. How long will they live like that? Of course, the donations, or the money are not given to them because of love to them. The donators, the supporters demand to fulfill their orders. Who can demand anything from Azerbaijan? Azerbaijan is an independent state; it is ruled by the will of the nation. Compare us with Armenia, to what level of development we have risen and in what level of development Armenia has remained in the years of ceasefire. Simply in the 16 years of the ceasefire such a gap has emerged. It is true that our citizens have been suffering, are not able to return home. But we shall return them there, that is, we must be much stronger, and if the negotiations do not produce any result, then we shall take necessary steps any moment.” Gazanfar Musayev: “We believe in it.” Ilham Aliyev: “Thank you. I congratulate you cordially once more.” President Ilham Aliyev and his spouse Mehriban Aliyeva watched the performance of the amateur group of the house of culture of the District of Kalbajar and the singer Babek Nifteliyev, winner of the mugham contest, had their photos taken together with them for memory. The Azerbaijani President met the internally displaced persons who had got flats in the complex. President Ilham Aliyev congratulated the internally displaced persons and said: “I greet you cordially. I congratulate you on the occasion of the opening of this beautiful small town cordially. Both the buildings and the flats are very beautiful. It is the first time that multi-storey houses are built in the regions for the internally displaced persons. Not one or two houses, but ten of them have been built here, 612 families will live in them. I got acquainted with the situation here now. I saw that the flats are very beautiful and comfortable. They have all necessary conditions. There is a beautiful school, a dispensary, a kindergarden there, that is, there are all conditions, all opportunities to live here. There are all necessaries of life and communications, electricity, fresh water, and gas there. I am sure that you will live here comfortably. As you know, the Azerbaijani government is undertaking all necessary steps in connection with this issue, that is, in connection with the improvement of the living conditions and employment of the internally displaced persons, and is continuing its efforts in this direction. Special programs have been adopted. The programs are being executed; big amount of finances has been spent for these purposes. Tens of thousands of internally displaced persons have already been moved to new houses and flats. All the tent camps have been liquidated. It is already three years that there the notion of the tent camp does not exist. We fulfilled this objective within a brief time. Now we are building such beautiful, comfortable houses for our compatriots to live temporarily. It is necessary to have sufficient financial resources and a well-thought policy to do all the said. We have financial resources. All these houses and the new settlements in different regions of the republic for the internally displaced persons are being built on the account of the finances of the State Oil Fund. In reality it is the finances of the state, of the government. As a result of the execution of the oil strategy of our great leader Heydar Aliyev the State Oil Fund was instituted and at present already a good amount of resources have been accumulated there. The first oil revenues were spent just for this purpose. We intend to spend sufficiently enough resources for this purpose this year, too. If we had not these financial resources, we would have not been able to perform all this work. The availability of the financial resources does not solve the problem on a due level yet. It is necessary to have a political will and well-thought policy. Look, this beautiful residential complex is a striking example of the performed work. We try and will try to provide you with good living conditions temporarily. As a result of the execution of the State Program additional measures will be taken in future, the Finnish-type settlements will be pulled down, our compatriots who live in schools and in the territory of the military units will be moved to new houses. We are determined to do it and it is our policy. But as I noted, it is a temporary location, residence for you. After the liberation of our lands from occupation we shall build more beautiful houses than these ones. We shall restore our towns, new villages and settlements will be built, because, as you know, the Armenian aggressors have destroyed probably all the houses, the entire infrastructure in the occupied territories. It has been eyewitnessed by the fact finding mission of OSCE which on our initiative paid a visit to the regions under occupation, and at present we expect to get a fair report from them, a report which reflects the reality. That is, the Armenians have destroyed there everything, have committed great cruelty. After the return of our lands we shall do there a lot. The initial studies have already been conducted. We know what must be done and in what succession. I am sure that within a brief time we shall build more beautiful and comfortable houses, schools than those you see here, we shall build the entire infrastructure anew. We try to solve the problem as soon as possible. Our refugees and internally displaced persons have been living in critical conditions for many years. Armenia violates the international norms and unfortunately, does not respect the international law. It ignores the resolutions of the United Nations. The resolutions of other international organizations also support our position and demand from Armenia to withdraw the occupation forces from our lands without any condition. But the Armenian side does not obey it. In such a case we do not have much choice. We are either to continue our diplomatic and political efforts and liberate our lands by transforming our economic superiority to military superiority, this is our main objective, or simply to continue the talks for the sake of talks. Azerbaijan will never choose this road. I want to say once more that we hold the negotiations only to achieve our goal. And our goal is to achieve the application of the international law, restoration of our territorial integrity. The internationally recognized territorial integrity of Azerbaijan must be restored. This is our goal. To achieve it we use and must use different means and tools. It is our sovereign right. We want to solve the problem through negotiations, peacefully. But it seems that the Armenian side is simply busy with winning time only, therefore a new stage begins in the process of negotiations. We are waiting for an answer from Armenia to the proposed issues. If they answer in negation, then, of course, we shall make changes in our policy. Along with the said, it is not a secret that we continue developing our army building successfully. Our military might is growing, defense capacity is strengthening. The spirits of patriotism, the level of professionalism are very high. I am sure that our armed forces can fulfill the objective facing them with dignity and within a brief time. I am sure that we shall restore our territorial integrity. The truth, the justice, the history demand it and the correlation of forces in the region evidences, tells it. Armenia will never be able to compete with Azerbaijan. They are not able to do it now and will never be able to do it, with the lapse of time the abyss between us will deepen much more. As a state for us the main and only goal is to restore our territorial integrity. We have no any other important objective than this. We have mobilized all our efforts and resources to fulfill this objective. This is our national and common cause. All the Azerbaijani people have joined its efforts to achieve this goal, and, of course, with the lapse of time our strength will be more effective, the steps to be undertaken will be more serious. Therefore, if the Armenians look forward a little, they will see that the policy of aggression and occupation is deprived of the future. Simply, it will be solved with the verdict of the time, with the growing power and might of Azerbaijan, with those of our army. I do not doubt it, and I am sure that we shall return our native lands. Our compatriots, who today live the life of refugees and internally displaced persons, will return to their native lands. At present we are doing our best to ease your life a little. Such beautiful and comfortable houses have been built. I am sure that you will live in them well. But I know that you will never forget your native land, neither you, nor the young generation. Today the young generation is growing; they have not seen those lands. Nevertheless, they live with the hope to return to those lands. The Azerbaijani people will never forget the native lands, will never reconcile with the present situation. It is known to the Armenians and to the mediators engaged in the solution of the conflict. I greet you cordially once more, congratulate you, and wish you strong health and happiness. I wish everything in your life be better.” Sulhana Jalilova, teacher of Secondary School 30 located in the territory of the complex, expressed her gratitude to the Azerbaijani President for the care and attention to the internally displaced persons. She stressed particularly that the internally displaced persons believe the Azerbaijani President and rely on him. The internally displaced persons are sure that the occupied territories will be liberated as a result of the purposeful state policy. She declared that the nation which has sons like Mubariz Ibrahimov and Farid Ahmadov will restore its territorial integrity by all means. Sulhana Jalilova said: “In these days when those two brave sons, whose corpses you made the Armenians return, were buried, we saw the expression of belief, determination on your face. It inspirited you ten-fold, many-many times. We have many brave and staunch sons like Mubariz Ibrahimov and Farid Ahmadov, courageous like Koroghlu, hero of our folk epos. We are always ready to liberate our lands. If there emerges a necessity, we, the Azerbaijani women, are ready to go to fight together with men. We express our gratitude to you as the Supreme Commander-in-Chief once more for your close attention to the families of the soldiers and martyrs, for sharing their problems and grief.” Sulhana Jalilova stressed particularly the multilateral activity of Mehriban Aliyeva, president of Heydar Aliyev Foundation, goodwill ambassador of UNESCO and ICESCO, and said: “We express our gratitude to Mehriban khanum Aliyeva, the first lady of our country, for the care rendered for the protection development of our national cultural-spiritual values. On behalf of all the refugees, internally displaced persons, residents of Kalbajar I express my deep gratitude to you and wish successes in your activities. Mr. President, we see that you are a mighty leader in the political arena of the world. Because of it our republic is growing stronger from day to day and our people advance forward confidently. All this is due to you. We have always believed you. We, the residents of Kalbajar, have always been devoted to our country. We remain devoted to you and to our country. We rely on you and believe that under your command, under your leadership, as a result of the policy pursued by you our native lands will be liberated, we shall build more beautiful, more prosperous settlements, houses there. Thank you very much once more. I express my gratitude to you once more.” Then there was taken a photo for memory. Later President Ilham Aliyev and Mehriban khanum Aliyeva took part in the opening of Secondary School 30 in the territory of the residential complex. The Azerbaijani President cut the red ribbon as a sign of the opening of the school, got acquainted with the condition created there. He was informed that the two-storey school has been built in modern style. In the foyer of the school there were photo stands with the photos of the national leader Heydar Aliyev, President Ilham Aliyev and president of Heydar Aliyev Foundation Mehriban khanum Aliyeva which reflected their attention and care for education, their meetings with the refugees and internally displaced persons, as well as the sights of Kalbajar before and after occupation, information collected about the national heroes. There are 35 class-rooms there, including a special physics and astronomy laboratory, shops for metal processing and carpentering, studies for history, language and literature, mathematics, geography, chemistry and biology, initial military training, informatics, foreign languages, a tailor’s room, and a room for painting for the talented pupils. There is a big hall with 146 seats there for holding social events. All conditions were created there for the children to go in for sports. In the yard of the school there were play grounds for football, volleyball and basketball there. In the sports hall of the school President Ilham Aliyev watched the exemplary performances of the school-children. The school-children had their photo taken with the Azerbaijani President.
