On the 4th October of the 2008 year in the area of Beyleqan district had an opening ceremony of the 500-family settlement which was built for the refugees of Xojavend district.

The President of the Republic of Azerbaijan Ilham Aliyev with his wife Mehriban Aliyeva participated in the opening ceremony of the 500-family settlement which was built in the Beyleqan district for the refugees from Xojavend district. In connection with the realization of appendixes (1.4th and 1.5th items) to `The Government Program on improvement of living conditions of the refugees and IDPs` there were built 60 single-room, 245 two-room, 180 three-room and 15 four-room flats with 25885,5 m2 total acres. There are also 360-place secondary school, 50-place kindergarten, postal department, 25-bed hospital, club-communal center, veterinary point, fire department, administrative and storehouse buildings in the settlement. New formed settlement is provided with roads, water and electricity. The President Ilham Aliyev, first of all, had visited the flat of shehid`s mother Sevil Azizova, who is from Qaradaqli village of Xojavend district. Sevil Azizova, the mother of two sons, who gave their lives for Motherland, expressed gratitude for creating such conditions to IDPs. Thereafter The President Ilham Aliyev took part in the opening ceremony of 360-place secondary school which is situated in the settlement and made statements in front of IDPs. In turn, the IDPs thanked the President for creating good living conditions. The residents of the districts and the internally displaced persons warmly greeted President Ilham Aliyev and his wife Mrs. Mehriban Aliyeva. Ali Hasanov, deputy prime minister and chairman of the State Committee for the Issues of Refugees and Internally ­Displaced Persons, informed President Ilham Aliyev and ­declared that the present settlement had been built within the frames of the additions to the State Program on improving the living conditions and employment of refugees and internally displaced persons. There were 60 one-room apartments, 245 two-room apartments, 180 three-room apartments, 15 ­four-room apartments with 25885,5 square meters of useful floor totally in the settlement. There was also a building for the ­secondary school for 360 pupils, a kindergarden for 50 ­children, a post office, a hospital for 25 patients, a club-­community center, a veterinary station, a fire-fighting deport, administrative and store houses in the settlement. The roads, energy and water supply were on due level. President Ilham Aliyev visited the house of Sevil Azizova from the village of Garadaghli of the District of Khojavand. Her two sons, Alov and Atesh, had become martyrs fighting for the territorial integrity of Azerbaijan. She thanked the Azerbaijani President for the conditions created for the ­internally displaced persons. President Ilham Aliyev stressed that the houses had all necessary conveniences and said: “We came to see if the houses have all conveniences. Everything is fine, you have everything for living.” Ali Hasanov: “Her two sons have become martyrs. One from each ten in this village has become a martyr. It is our guilt that we have not made the fact public. In the whole ­district one from each ten has been martyred. Ilham Aliyev: “Everybody must know it.” Sevil Azizova: “The residents of our district are very ­bellicose, warlike.” Ali Hasanov: “The Armenians killed 45 persons within one day and buried them in the silo pit. Among them were the sons of this lady.” Sevil Azizova: “Mr. President, we are proud of our sons. We bring them up for the defense of our motherland, for the defense of the mothers. We are proud of them. We know that due to your efforts our lands will be liberated, we shall return to our own homes. I have one more son, if there arises a ­necessity, I am ready to send him to take the revenge of the martyrs, to liberate our lands. I say it on behalf of all the mothers of the martyrs.” Ilham Aliyev: “We try to solve the conflict without ­waging a war, peacefully. Nevertheless, we are ready for all other variants, too. We shall never reconcile with the ­occupation of our lands. We shall liberate them either ­peacefully, or by waging a war.” Sevil Azizova: “We believe it; we appreciate your labor, ­ your toil, your policy and express our gratitude to you. We ­approve of the works performed by Mrs. Mehriban Aliyeva, too. We are very grateful to you for the attention and care, for the monthly paid allowances to each martyr’s family, for ­increasing the sum of money paid each month for food, for raising the wages and pensions.” Ilham Aliyev: “Thank you. You deserve it, I try to do everything what is necessary for improving the living ­conditions of our refugee and internally displaced compatriots, for raising their life level. We adopt programs, and also build such beautiful settlements and houses. We have no tent camps any more. We pulled all of them down and built such beautiful houses instead of them. You deserve it, you deserve more. In future much greater work will be performed.” Then President Ilham Aliyev took part at the opening ceremony of the building of the secondary school for 360 pupils in the settlement built for the internally displaced ­persons. The Azerbaijani President got acquainted with chart of the main plan of the settlement, with the shares of land ­allocated to the internally displaced persons for cultivation, the network of irrigation, with the sports hall of the school, class rooms, computer room, studies for different subjects, watched the scenery from the balcony of the second floor. The President was informed that there are 200 pupils and 27 teachers in the school. The class rooms, subject studies and laboratories have been equipped with modern ­appliances and devices. The library has been completed with books printed in Latin alphabet. There are 15 class rooms in the school which has been built on the order of the Social Development Fund of the Internally Displaced ­Persons. President Ilham Aliyev met the pupils in the sports hall of the school, had his photo taken for memory with them. He was informed that the school children have obtained good results in the sports competitions. The Azerbaijani President and his wife had a look to the corner with the photos of the martyrs of Khojavand. The Azerbaijani President Ilham Ailyev met the ­internally displaced persons after getting acquainted with the school there. The residents of Khojavand met the Azerbaijani ­President and his wife warmly and sincerely. President Ilham Aliyev congratulated them and said: “I congratulate you. I congratulate you on the occasion of the opening of the settlement. Very beautiful houses have been built here; I saw and got acquainted with them. Here is this beautiful school, the dispensary, that is, there are all conditions here for life. This settlement has been built within a brief time; nothing can be said about the quality of the construction. The opening of the settlement ­demonstrates once more that our policy in this sphere is very successful. Recently much has been done in the sphere of building settlements for the internally displaced persons. Tens of thousands of our compatriots are living now in ­normal conditions, all the tent camps have been liquidated, and not a single tent camp has remained. Such beautiful ­settlements, houses have been built instead of them, over 500 km motor vehicle road has been laid, energy supply lines have been conducted, tens of schools, dispensaries have been built, lands for cultivation have been allotted. That is, all conditions are created to make our compatriots, who have suffered from the ethnic cleansing policy, from the aggression of Armenia, live in normal conditions. With the growth of the economic potentials of Azerbaijan much more finances will be allocated for such activities. The process of moving the refugees and internally ­displaced persons from the tent camps to the new settlements began by our great leader Heydar Aliyev and to achieve this goal the first finances were allocated from the State Oil Fund. Such great and desirable works are being executed on the account of the finances of the State Oil Fund, more ­exactly on the account of the state, on the account of the budget of Azerbaijan today as well. Over 500 million manats have been spent, in the next years this amount will grow more. In 2004 “The State Program on the improvement of the living conditions and employment of refugees and ­internally displaced persons” was adopted . We may say that all the provisions of the program have been completely ­fulfilled. Last year additions were made to the program, and as a result of these additions new settlements will be built and better living conditions will be created for our ­compatriots who live in other locations – in the Finnish-type settlements, in the territories of the military units, in school buildings and other places in the following years. It is the policy of the ­Azerbaijani government. Our financial ­resources are growing, on the account of our successful oil strategy big amount of ­finances arrive in the country. The first oil revenues have been spent on the construction of these settlements. In the next years we shall allocate much more finances in order allow our compatriots live in normal conditions, though temporarily. The houses built here, all the social infrastructure, ­opportunities for employment show that our policy is ­producing its yields. I wish new improvement works were continued; new settlements were built with much greater speed here hence. There is still a great need for them. In 2009 and in the years to follow additional measures will be taken in this direction. I congratulate you once more.” Gultekin Aghayeva, Honored Teacher of the republic, who worked there at school, appealed to the Azerbaijani President and said: “Mr. President! Mrs. Mehriban Aliyeva! You are welcome to this beautiful settlement of ­Khojavand built within a very short time by your instruction and given at the disposal of the internally displaced persons! It is a very gladdening and remarkable event to see such a head of the state among us who so much is connected with his nation, who so much loves his country, whose heart is throbbing with love for the motherland, with the spirit of patriotism and the feelings of being an Azerbaijani, who said that he was the President of all the citizens of ­Azerbaijan. The joy of the residents of Khojavand, whom, though temporarily, the fate has made internally displaced persons, is boundless. Not depending on their ages, the ­children, young and old will never forget this day. Mr. President! The residents of Kojavand consider you their closest, bosom friend, their support. By presenting a 500- house ­settlement to them, it seems to them that you have given to them the whole world. As a teacher, representative of the intelligentsia, mother I express to you my deep gratitude on behalf of the people who live here and cordially say: “Thank you very much!” Hence we shall not have any ­social problem in such beautiful, magnificent settlement which has all necessary infrastructures. Mr. President! In Nagorniy Karabakh we did not have such houses. Not that we do not deserve these houses, the Armenians did not give us opportunities to build such houses. Mrs. Mehriban Aliyeva, we adore the works you have done for Azerbaijan. If we begin to count the works you have done, hours will not suffice. Therefore, I want to ­express my thought with one sentence: Mrs. Mehriban Aliyeva, as the first lady of our country, you are the first of all the first ladies of the world countries. I cheer you and express my gratitude to you on behalf of all the residents of Khojavand, on behalf of all the Azerbaijani women. Mr. President, you have promised that their will not ­remain a single tent camp in our country. You have kept your promise and fulfilled it ahead of time. We already live in such a beautiful settlement. I have been working as a teacher for about 30 years. I have never worked in such beautiful, magnificent school. Mr. President, taking the opportunity I express my ­gratitude to you for conferring on me the honorary title of the Honored Teacher of the republic with your instruction in 2005. You have done very fine, very important things for our country within a brief time. They make the world ­recognize Azerbaijan, become popular. Already all the countries and peoples of the world know that there is a country by name of Azerbaijan, a nation by name of ­Azerbaijani. Can there be a sense of pride much greater than this?! Let us take the recent events which took place in our neighborhood. In those days you behaved well, ­demonstrated patience, held a right position, because of them the world ­appreciated you duly. You are our pride. We are proud of the works you have done. Mr. President and Mrs. Mehriban Aliyeva, we wish you great successes in your future activities. We thank you once more for coming to our settlement to meet us. It is a ­historical day for the residents of Khojavand, a day written in history in gold letters, we shall never forget it. Thanks to both of you. We express our gratitude to you once more.” Ilham Aliyev: “Thank you. I came to share this happy day with you and take part in the opening of this settlement. I am very glad that within such a brief time such a beautiful ­settlement has been built. I want to say once more that here you have all necessary conditions to live. There is such a ­beautiful school, and all other infrastructures are on the ­modern level. On the one hand, it demonstrates the potentials of ­Azerbaijan; on the other hand, it increases our ­opportunities. You noted that once I promised that there will not remain a single tent camp in Azerbaijan. It has already become true, and hence there will not be any tent camp. We have already closed that chapter. In the following years, as I noted, ­additional measures will be taken to raise the level of living conditions of refugees and internally displaced persons ­settled in school buildings, in the territories of military units and in other locations. Thus, we shall remove this big social problem. But it is only one part of the problem. Reduction of the social weight and improvement of the level of life is not the entire solution of the problem. The complete solution of the problem is the liberation of our occupied territories. We must mobilize all our potentials in order to achieve this goal, and we are doing it. The growing potentials of ­Azerbaijan, its economic might and position in the region, our foreign and home policy assure us that the said day is not far. Now the position of Azerbaijan is being taken into ­account. The processes ongoing in the region greatly depend on ­Azerbaijan. Not any project can be materialized in the ­region without our consent. Not any initiative, be it of ­political, ­economic or of other nature, in other spheres can be executed. It shows that the importance of our country, its weight and means of influence are growing. Of course, it will allow us solve the conflict over Nagorniy Karabakh in our favor, that is, fairly and on the norms of international law. International law gives us grounds to do it. On the ­account of its ethnic cleansing policy, aggressive policy ­Armenia has occupied a part of our territory. The whole world knows it and in the ­documents of most reliable ­international organizations ­Armenia is recognized as an ­occupant. On the other hand, the existing situation in the region ­creates additional opportunities. Azerbaijan possesses great opportunities in the region from the economic, political, ­energy point of view as well as from the point of view of its geographical location. That is, our pressure opportunities are growing. We must accumulate all this opportunities and ­direct them towards one goal. This is our Number One, I would say the most important, the first and the last problem. We think so, because other problems are being solved, the economy is developing, jobs are being created, the level of unemployment is declining, the level of life of the population is becoming better, new enterprises are being opened. The tent camps are being liquidated. It all evidences that we are able to solve any problem. If we take into account that in the following years our economic potentials will grow more, the oil revenues will contribute to the development of economy, in such a case I don’t see any serious problem facing the country. We have one problem and we must solve it. We want to solve it through negotiations with the participation of the mediators in the international organizations. But you see that it is of no use. There is a progress in it, as if the Armenian side began to understand that their policy would lead to ­nothing. Yet there is no result. How long must we tolerate?! Now the new administration of Armenia is making some promising statements, advancing new initiatives. Now we must analyze how much these statements are sincere and how this new approach can help the solution of the problem. If we see that there is a need for the conduction of negotiations and they may lead to some positive conclusion, then, of course, we shall take part in them and defend our position. But if we see that it is merely a move as in the chess, it is an attempt to win time, then we shall make corrections in our policy. In one word, by taking part in the negotiations we must simultaneously increase our military might. At present the Azerbaijani army is the strongest army in our region. We have strengthened our army in the recent years greatly from the point of its professionalism, military training, ­equipment, war machinery and ammunition. I have been in the frontline in all the regions. In April I was in the District of Fuzuli, before that in Aghdam and Terter, I talked to the soldiers in the trenches and was ­convinced once more that there is a high spirit among them. Along with it, our economic and military potentials, strong army must play their role. That is, our opponent must know, and I think that it already knows that the military potentials of Azerbaijan allow liberating our lands any time. It is our right. We do not claim to the territories of any country. Nagorniy Karabakh is the original Azerbaijani territory. It is like this historically, and the international law also says the same. When Azerbaijan joined the United Nations, Nagorniy Karabakh was also recognized as an integral part of it. In such a case, our position in the negotiations will ­remain unchanged unequivocally: the military forces of ­Armenia must be withdrawn from all the occupied ­territories. The Azerbaijani citizens must return to all the ­corners of the province, including Nagorniy Karabakh ­itself. All what I said now find their reflection in the process of ­negotiations. Simply, Armenia must obey the norms of ­international law and must willingly leave the occupied ­territories. If it behaves as I say, then Armenia will have a successful development in future. A country living in ­conditions of self-isolation has very dim future perspectives. Azerbaijan has all the future perspectives. Our reforms in the political, economic sphere, solution of the social ­problems, our role and weight in the region will transform Azerbaijan to a rich and strong state, and this process has ­already begun. If we take into account that we have no any other serious problem, then all our efforts have been aimed at the solution of the conflict of Nagorniy Karabakh. I as the President of the country, all the executive structures, all our people and citizens are very active in this sphere. I hope that as a result of such activeness and our well-thought, ­purposeful policy we shall manage to liberate our lands. But you will live temporarily in these conditions. I want very much that the living conditions of our compatriots ­become better. After the liberation of our territories we shall build such beautiful houses in Karabakh.” The residents: “May it be so.” Ilham Aliyev: “I congratulate you once more. Thank you.”
