On works performed within 2013 year by the State Committee of the Republic of Azerbaijan for Affairs of Refugees and Internally Displaced Persons

During the year the President of the Republic of Azerbaijan signed 4 Decrees and Orders, Cabinet of Ministers adopted 22 decisions and orders regarding the field. Within the years of 2003-2013, the  President  signed  52 decrees and  orders  to that end, Cabinet  of Ministers adopted  170 decisions and orders and  Milli Majlis passed  10 laws.

 

During the year of 2013:

 

The President of the Republic of Azerbaijan Mr.Ilham Aliyev attended the opening ceremony of the block consisting of 5-storey 13 residential buildings settled for 760 internally displaced persons in Masazyr settlement of Absheron region on April 1, 2013, in the opening of the block consisting of 9-storey 10 residential buildings built for 502 internally displaced persons in Mingachevir city and  of the  block  consisting  of  5-storey 15 residential buildings built  for  870 internally displaced persons in Barda region on  September 10.

 

Resettlement of internally displaced families temporarily settled in dormitories of Baku State University and at the half-constructed building of Emergency Medical Aid Station located in 9th micro-district, H.Babashov street, Binagadi district of Baku city to the newly built block for 1440 families in the territory of Mushvigabad settlement of Garadagh district, 502 families temporarily settled in fin-type settlement and secondary school buildings in Mingachevir city to the newly built residential complex built in that city, internally displaced persons temporarily settled in the dormitories  of Azerbaijan  State Oil Academy to the new block built  for 760 internally IDP families in the territory of Masazyr settlement of Absheron region, 155 families temporarily settled in Gabala region to 5 storey 2 residential complexes constructed in that region, 870 families temporarily settled in Barda region to the  residential complex built in that region, 45 IDP families  settled in Ismayilli region to the newly built  settlement, 225 families  in Imishli region to the  newly built  settlement  according to the 2nd  stage  has been  provided.

 construction of the block consisting of 5-storey 25 residential buildings and 500-seat Palace of Culture (with Art School) for 1500 IDP families in Ganja city with all the necessary social-technical infrastructural facilities was completed and opening ceremony was held on January 20, 2014.  

 

at the same time, the construction of 1 residential building  for 80 families in Ramana settlement of Sabunchu district and 5-storey 1 residential building for 45 families in Balakan region, 300-seat new building for Khankendi city complete secondary school No 4 named after Nizami Ganjavi in Ramana settlement of Sabunchu district was completed;

 

construction of the 2 residential buildings for 160 families in the Mushfigabad settlement of Garadagh district Baku city, 5-storey 3 residential buildings for  200 families in «Umid» settlement of Garadagh district at the first stage is nearing completion;

 

the construction of settlements for improving housing conditions of 2330 IDP families in 6 regions, including 101 in Hajigabul region, 230 in Saatli region (at the first stage 89), 632 in Aghdam region, 1700 in Barda region (at the first stage  588), 600 in Goygol region and  320 IDP families in Beylagan region was started;

 

the work on the preparation of estimate documentation  to settle  the apartment complexes for 1500 families in Mingechevir city (at the first stage 594), 800 in Sabunchu district, 330 in Pirallahi district, 400 in Fuzuli district, 440 in Sabirabad region, 300 in Gazakh region and for 146 families in Beylagan region was continued;

 

the construction  of 114 houses for Meskhetian Turks at the  expense  of 3,5 million manat investment costs from state budget was completed. 

So, in 2013 the housing condition of 5.741 families and 28.700 refugees and IDPs was improved which is more than 1.188 or 5.935 persons in comparison with 2012.

 

During the year 6 new residential complexes with an area of 292 thousand square meters were built, 5 schools with 2736 seat were constructed, also Palace of culture with 500 seat and art school, 4 kindergartens, 5 medical centres, 4 clubs - community centres, 4 administrative buildings were built and put to use, 30, 7 km roadway, 54, 0 km water pipeline, 117,0 km power line, 42,0 km gas pipeline, 8, 0 heat line, 25,0 km  sewer line were laid,  18 reservoirs  of different capacity, 9 pump stations, 18 complete transformer substations were constructed, 22  high-voltage transformers were  installed. 

Different benefits granted to IDPs at the amount of 5,0 million manats by ministry, committee, company, concern and joint company during the holidays.

 

In autumn-winter seasons (October, November, December, January and February) 40 litre kerosene was provided for50  thousand IDPs families at the  expense  of  5,2 million manats  approved  for  the purchase  of  stove fuel.


The payment of average monthly salary of  more than 11 thousand internally displaced persons previously worked in enterprises, organizations funded from the budget, deprived  of  workplaces  and not recruited  due to reasons  beyond their control was continued. Repair works was carried out in the 72 facilities settled temporarily by the IDPs.

 

 25651 persons were issued IDP status and appropriate certificate.

 

In 2013, temporary  settlement  facilities  were supplied with 50  power  transforms  of various types, 44 artesian and other water pump,  4370 meter  power cable, 82,5 thousand meter power conductor and  other  auxiliary equipment and materials by the State Committee for Affairs of Refugees and IDPs

 

Various  priority humanitarian and  development  projects with the value of  24, million manats  were implemented  as a result  of  transparent, free and  sustainable condition  created for  42  international, 45 local humanitarian organizations of which  activities  are  coordinated annually by   Republican Commission on International Humanitarian Aid.
Creation  of  new jobs in connection with the measures intended  in the 2nd section  of  State Program  on increasing  employment and reducing poverty  among  IDPs  has always been in the limelight. 

 

During the report period 1985 persons, including 750 in the territories temporarily settled by IDPs and 2244 persons were provided with permanent works as a result of mutual interaction with Ministry of Labour and Social Protection of Azerbaijan Republic and its structural units, 4404 persons with seasonal work. 570 were given the status of unemployment, 615 were appointed to the unemployment benefits. 455 persons were involved in vocational training courses on the base of labor market requirements, 185 in public works.

 
Under the Loan Agreement («IDPs Economic Development Support Project») between the World Bank and the Azerbaijani Government 31 community projects of various types with the value of 2, 58 million manats were performed in 16 cities and regions of the Republic by Social Development Fund of Azerbaijan Republic in 2013. 16 thousand ones were benefited as a result of implementation of microprojects.

 

In 2013, 688 persons were granted microcredit with the total amount of 1,38 million manats by Social Development Fund for Internally Displaced Persons. The amount of microcredit given to 10,8 thousand IDPs during the  last 10 years was 7,7 million manats and 46 thousand IDP benefited  from those programs.

 

Installation of electric meter in overall 97630 apartments was intended by «Azerenergy» JSC. Today, 60800 electric meters have been installed in private houses, 33300 in the apartment at compact settlement facilities, generally 94100 (96,4%) electric meters have been installed. 32500 of them  (34,5%) are “smart-card” type electric meters. Installation of electric meters by «Bakielektrikshebeke» OJSC in private and compact settlements was completely finished.

 

The work on the installation of gas meters intended in the private and compact settlement facilities of all the cities and regions (including Baku city) of the Republic   by «Azerigas» Production Association has been completely finished. Residential areas and settlements resided by internally displaced persons are rapidly equipped with gas. While exploiting the newly constructed buildings are supplied with electric meter.  Today, 380.552 IDPs are provided with natural gas in the Republic.

 

During the last 10 years, the poverty rate among IDPs decreased from 75 percent to up to 15 percent. 1100 manat funds were spent in 2013 due to benefits and public utilities provided for each IDP in 2013. It is the highest rate compared to all conflict zones around the world.

 

Implementation of relevant measures for the regular delivery of truth to the world community regardingArmenia-Azerbaijan, Nagorno-Karabakh conflict was continued.

 

It is worth noting that since the first day of operation Heydar Aliyev Foundation has been approaching carefully to the delivery of numerous problems encountered by refugees and IDPs to the world community and their solution.

At the Internet portal «Azerbaijan» established at the initiative of Mrs.Mehriban Aliyeva-the Heydar Aliyev Foundation President, UNESCO and ISESCO Goodwill Ambassador and member of the National Assembly Armenia-Azerbaijan, Nagorno-Karabakh conflict, Khojaly genocide, results of Armenia’s military aggression has been collected. Along with this, 

 

Events are held each year on the eve of Khojaly genocide under the program of Foundation, articles on genocide are published in the international press, refugee  and IDP children  are invited to the  annually held New Year celebrations.

 

A series of events related to international information and agitation campaign «Justice for Khojaly» are organized are held in more than 80 countries at the initiative of Leyla Aliyeva, Vice President of Heydar Aliyev Foundation. Parliament of 7 states and 14 USA states officially recognized Khojaly massacre as genocide. 

 

The books titled «Information on one million refugees and internally displaced persons formed as a result of ethnic cleansing policy in Armenia and occupation of 20 percent of territories of Azerbaijan by Armenian armed forces (1988-2011)» and  «President’s care to refugees and IDPs (2003-2013)» were  published in Azerbaijani and English  with graceful arrangement by State Committee for Affairs of Refugees and IDPs
and distributed to relevant state authorities, international and local humanitarian organizations. Moreover, the preparation of those books, other information in the form of brochure and CD form in other UN languages and distribution among the Embassies of Azerbaijan in foreign countries and meetings were provided.

 

During this year 195 meetings were held with the representatives of foreign countries, international financial bodies and development organizations in this field.

 

According to the item 2 of the order No 298 dated on July 1, 2004 issued by the President of Azerbaijan Republic and on the base of applications received by the State Committee for Refugees and Internally Displaced Persons, the representative of the Committee participated in the 270 judicial processes on moving IDPs from the places they had settled.

 

In 2013, more than 60 thousand oral and written application presented by refugees and internally displaced persons to the Cabinet of Ministers of Azerbaijan Republic and State Committee on the Affairs of Refugees and IDPs were reviewed, 13 thousand persons were received and more than 80 percent of applications were resolved positively.

 

Despite the measures taken, a considerable part of the internally displaced persons still living in the non-residential public buildings, hostels, health camps and other temporary settlements in difficult conditions and face many social problems.

 

The issues provided in the «State Program on improvement of living conditions and increasing employment of refugees and internally displaced persons» approved by Order No.298 on July, 2004 and «Additions» made to the State Program approved by the relevant Orders of President of Azerbaijan Republic, tasks set forth and instructions given by the head of the state will be implemented timely and successfully in the future.
